I am a mediator, facilitator, trainer and consultant, based in Santa Fe, New Mexico. Most of my cases deal with a variety of natural resource and public policy issues, often involving tribal governments and/or traditional communities. I work throughout the region and nationally, helping decision-makers and stakeholders come together for the best solution possible. Clients include several federal agencies (Dept of Energy, EPA, National Park Service, Forest Service, Department of Interior, Bureau of Indian Affairs, Fish and Wildlife Service, Army Corps of Engineers, Bureau of Land Management, Bureau of Reclamation), state, local and tribal governments, environmental organizations, businesses, municipalities and more. My mediation career began with Western Network, a non-profit research and conflict resolution firm. In 1999 I formed Lucy Moore Associates. I grew up in Seattle and went east to college, experiencing the first of many culture shocks, which have been such a valuable part of my life and work. In my twenties and thirties I lived in Chinle, Arizona, heart of Navajo country, and learned how to survive and even thrive in a foreign culture, with humility and humor. Since 1975 I have been in Santa Fe, where my personal and professional lives have benefitted from a rich cultural mix. I deeply believe that every voice deserves respect, and that those impacted by a decision have a right to participate in that decision-making process. Often working with colleagues and those I am mentoring, I offer a variety of services related to conflict resolution primarily but not exclusively in the natural resource and public policy arenas. Following are a few examples: I have mediated development of regulations for aircraft noise at Grand Canyon with a committee of 12 different interests over a period of three years. I have facilitated highly emotional public meetings concerning toxic waste disposal for EPA. I have trained environmental leaders, ranchers and farmers to build alliances around common goals, overcoming inherent distrust. I have helped the Department of Interior design a way to better relate to tribal governments and communities on a national scale, mediating a group of tribal leaders and DOI leadership to develop a Tribal Consultation Policy for all agencies and bureaus within the Department.

I have contracted with EPA for several mediation, facilitation and training projects. Currently I am facilitating the EPA-Tribal Wetlands Project, an effort to identify and implement ways that EPA can help tribes become more effective managers and protectors of their wetlands resources. Among other projects are: working with three tribes in Oklahoma to explore future scenarios for a jointly owned school property, contaminated with toxic waste and cleaned up by the agency; mediation of dispute over water quality in the Alamosa River in southern Colorado, contaminated by a gold mine; delivery of training programs to EPA staff around the country and in headquarters on "Dealing with Hostile Meetings and Difficult People" and "The Power of Apology".

I provided consultation, design, facilitation, and summary services for the development of National Forest Planning Rule, including the tribal consultation process. I also facilitated three Tribal Listening Sessions on Sacred Sites for the Navajo and Hopi. I facilitated three national tribal conference calls on the Planning Rule, attended by over 100 tribes. I also was part of a team designing and facilitating a process for the revision of the Cibola Forest Plan in New Mexico.
