Responsible for the review and approval of PFD’s, PID’s, Technical Specifications, Inquiry Packages, Plot Plans, One Line Diagrams, LLI’s, Site Preparation plans, Project Deliverables and Schedule, Invoices, Etc.

Client’s representative for activities for the detail engineering and design of a 150.000 BPD Heavy Crude Plant (META PETROLEUM LTD Project) at Mustang Engineering Offices (Houston, TX). Responsible for the review and approval of PFD’s, PID’s, Technical Specifications, Inquiry Packages, Plot Plans, One Line Diagrams, LLI’s, and Site Preparation plans, Project Deliverables and Schedule, Invoices, Etc.

Responsible for total operations, profit and loss, meeting of all goals and objectives as set by the VP of Operations. Set the policies and procedures and monitored compliance from the plant personnel. Supervised the execution of a major project for Waste Water Treatment plant, including detail engineering & Design as well as construction.

Responsible for visiting the sites and ensuring that the allowable emissions at the Drilling Rig Sites were adhered to. Additionally, managed the disposal and treatment of hazardous materials from drilling rigs. Was involved with waste water handling and treatment from drilling rig sites and oil producing plants. Development and implementation of operations and maintenance manuals.

Last Position: Marine Terminal Operations Manager. Responsible for a team of 65 people providing operations / maintenance of storage tanks, dehydration and manufacturing plants, pipelines, valve and pump stations, SPM and utilities.Over the 24 years with PDVSA I was promoted to: Project Engineer and PM, Senior Process Engineer, Drilling Engineer, Superintendent and Operations Engineer for Heavy Crude Oil Fields. Promoted to Operations Manager. Design of 1M BPD of Heavy Crude Oil facilities: Responsible for design of Flow Stations, treatment/dehydration plants, tank farms, pipelines. In charge of selecting all equipment required for these facilities liquid-gas separators, electrostatic dehydrators, heat exchangers/direct fired heaters, chemical injection systems, boilers, LACT units and pumps. This project was done in Bakersfield, California and took 18 months to be completed. Total Engineering Cost was US$575,000. Basic & Detail Engineering and Construction of Flow and Dehydration Stations in BARE – Orinoco Heavy Oil Belt (Year 1985):Responsible for the design of Flow and Dehydration Stations (PFD, PID, equipment layouts and selections) Total of 15 stations were built. In charge of selecting and procuring vertical gas-liquid separators, pumps, well manifolds, FWKO drums, electrostatic separators, heat exchangers, boilers, storage tanks (10,000 Barrel each). Design capacity was 10,000 BPD. This project was done over a two year period. Total investment was about US $110 million. Design and Construction of a Orimulsion and Crude oil marine terminal (Year 1990)I was the engineering manager, Project Control Manager, Commisioning and start up manager and operation Manager of this Terminal. We designed and constructed intermediate Tank Farm, 250 Km of 36” pipeline, pump stations, Terminal tank Farm, laboratory, Ducks and a Single Point Mooring System. Total cost of this project was about US$350 millions.
