About Luís Rocha

I am a seasoned executive with over 14 years of experience in leading public affairs and market access strategies for global pharmaceutical companies, most recently as the Director of Public Affairs & Pharma Market Access at Novartis. My mission is to ensure that innovative medicines reach those in need and deliver value for patients, healthcare systems, and society. As the head of a diverse and high-performing teams, I have successfully navigated complex and dynamic policy environments, built strong relationships with key stakeholders, and delivered impactful outcomes across multiple therapeutic areas and portfolios. I have also demonstrated resilience and solution-focused leadership during challenging times, such as the 2011-14 Portugal financial rescue and the COVID-19 pandemic. Some of my notable achievements include winning the EU Public Affairs award in 2020, securing reimbursement and access for over 20 new products, and developing novel partnerships and alternative financing models for health systems. I have a deep understanding of how above-country policies shape healthcare and patient access, as well as how to translate global strategies into practice and identify local trends that may scale internationally.
