About Luke Shore

I’m the Deputy CEO for Project Tempo, a new organisation helping governments find ways to square growth, productivity and decarbonisation, within their political and economic realities. Our advanced data ecosystem and resources provide some of the most sophisticated insights available.In my previous role, I helped set up a new vehicle for Quadrature Capital, a London hedge fund, and managed a £500m portfolio of investments in low-carbon energy technologies and solutions. Before that, I worked for the Open Society Foundations, developing strategies in Eastern Europe and the former Soviet Union. Advisory roles have included the United Nations CVF-V20 Multi-Donor Fund, the Taskforce for Scaling Voluntary Carbon Markets, and the Education Outcomes Fund for Europe and the Middle East. I work on system problems at the intersection of technology, finance and politics.

    As the Portfolio Manager of the Quadrature Climate Foundation, I helped set up the fund and managed its £500m investment portfolio across 7 sectors.• Managed a £500m investment portfolio; with responsibilities for origination, performance assessment, follow-on rounds and exits.• Established an in-house research team, enabling the origination of over 200 investments including catalysing 27 new start-ups, accelerators and pooled funds.• Developed an end-to-end investment process, facilitating approval of up to 140 investments p/a while retaining a 96% satisfaction rate among grantees and portfolio companies.• Conducted a thorough portfolio review, evaluating investments across 11 key metrics; created a comprehensive Management Information suite for the board.• Provided support to the CEO and principals, and assisted the COO in successfully managing the organisation through a leadership transition.
