 Responsible for the development and maintenance of regulatory programs to support safe and efficient aviation operations practices.  Maintains Toronto Pearson's Airport Operating Certificate by ensuring compliance with the Canadian Aviation Regulations (CARs). Primary interpreter of the CARs, Aeronautics Act and TP312 – Aerodrome Standards & Recommended Practices for the GTAA. Maintenance of the entire Airport Operations Manual (AOM) and owner/maintainer of the following applicable subordinate plans:i. Canada Air Pilot (CAP) / Canada Flight Supplement (CFS);ii. Regulatory Exemption/Deviations; andiii. Night Flight Program; Primary relationship holder with Transport Canada (TC) for all CARs related activities: AOM, Aviation Safety Management Systems (SMS), Aircraft Rescue and Firefighting (ARFF), Noise, Wildlife, Deicing. Ownership, maintenance and enforcement of the regulatory and operational aspects of the Noise Management Program, including the night flight program and budget, technical noise committee, trials for operational processes. Provide input to national and international regulatory bodies to influence regulation development, including:i. Canadian Aviation Regulatory Advisory Committee (CARAC);ii. CAC/ACI‐NA Operations Safety & Technical Affairs (OSTA) / Nav Canada Advisory Committee [NCAC] as applicable); andiii. ACI/ICAO (Procedures for Air Navigation Services – Aerodrome Study Group [PASG], Airport Excellence in Safety [APEX]). TC Advisory Circular Review & Impact Assessment. Preparation and submission of documentation related to regulatory exemptions/deviations including risk assessments, impact statements applications and formal requests to the Transport Canada. Completion of SMS Level 1, 2, and 3 reviews as required for regulatory changes, and events related to the AOM.

 Led the strategic capital planning and reporting on Aviation Services’ 2015 $45M capital project budget. Directed and supported business sponsors’ activities for future capital planning, including budgeting and championing of projects, and review & development of Project Approval Documents and business cases. Maintained alignment with Aviation Services’ business plans through effective prioritization of projects.  Identified gaps in the capital process and recommend effective solutions for process improvements. Managed the capital approvals process, working collaboratively with delivery groups and Finance. Liaised with project managers and business sponsors to keep current year projects on time and on budget. Delivered monthly progress updates of the current year capital program to Senior Management.In January 2014, I was seconded to the Winter Operations Disruption Project to conduct a management review of the disruption that occurred earlier that month. Responsibilities included: Collaborated with Senior Management and Executive Team to conduct a thorough review of the disruption and develop a report that outlined recommendations for improving Toronto Pearson’s resiliency during irregular operations. The report was endorsed by the Board and Blue Ribbon Panel, and became the foundation for the Board’s report on the disruption, which was released to the General Public.  Managed Airports Council International’s external review.  Selected as Project Manager for the resulting Implementation Project. Responsibilities included: Developed project team structure. Led a large cross-functional project team in implementing sixty initiatives mandated by the Board of Directors in the Winter Operations Disruption Report. Managed three direct reports and a project budget. Provided monthly project progress updates to the Executive Steering Committee.

 Deployed internationally to lead the GTAA’s strategic vision, sharing the experiences gained in Operational Readiness after the successful conclusion of Toronto Pearson’s complex Terminal 1 activation project.Key projects are listed individually below.

 Fostered constructive rapport with cross-functional stakeholders, acquiring a wealth of knowledge in aviation standards; airport and security operations; and emergency response; responding to and monitoring all airport functions impacting 40,000 personnel and millions of passengers. Monitored 30+ building and terminal IT systems; responded to routine and emergency calls coordinating prompt incident management ensuring minimal to no impact to airport operations. Tightened internal processes, working with Duty Managers to compose an Operational Handbook and Quick Reference Guides, reducing risk by ensuring consistent compliance to defined GTAA standards.

 Collaborated to implement an Airport Operational Readiness Program for Phase 1 of Toronto Pearson’s new 58-gate Terminal 1 and US Customs Preclearance Facility, a $4.2bn project overall. Selected for a new 16-person business unit mandated to develop strategies to boost passenger volume and establish the foundation for long-term viability of GTAA and Toronto Pearson International Airport.

Edmonton, Alberta, Canada

 Led the Operational Readiness initiative for Edmonton International Airport’s 12 gate / 6 airline transborder expansion. Assigned an internal three-person team to plan and execute ten trials, also assisted with training requirements and transition, all in a reduced five month timeframe. Created the airport’s Plan of Operations, assessed training materials, trained staff in trial execution, developing an expertise in the new Baggage Image and Weight Identification System. Pinpointed and rectified trial issues and completed readiness checks, contributing to the successful opening of the airport expansion in 2012 with no impact to airline operations.

Dublin, Ireland

 Parachuted in to create, implement and expedite a trials program in a strict ten month timeframe for the €800M Terminal 2 development project, providing additional expertise to the Operational Readiness Director in Operations Centre communications, and change and transition management. Built, trained and led an eight member operational trials development and execution team, conducted workshops to attain buy-in from all stakeholders, developed and received approval for the trial schedule and logistics strategy. Completed 25 trials in a five month timeframe, collated feedback, compiled post-trial reports, determined issue prioritization with the Trials Review Board and led post-trial readiness checks. Terminal 2 opened flawlessly and on-time, yielding accolades from the Prime Minister of Ireland, and DAA awarded the GTAA two additional consulting contracts.

Dubai, United Arab Emirates

 Embedded for ten months in the United Arab Emirates, assigned to create an airport-wide Plan of Operations encompassing standard operating procedures and contingency plans for Dubai International Airport’s US $4.55bn Terminal 3 / Concourse 2 project. Spearheaded the construction and start-up phases of a new Joint Operations Control Room (JOCR), overcoming stakeholder skepticism to successfully amalgamate seven previously siloed operations. Planned and developed IT trials for Terminal 3 / Concourse 2, as well as participated in and assisted with development of terminal, airside and baggage trials.  Championed weekly meetings with ten stakeholder groups, defining project plan & milestones, devised standard operating procedures and utilized a volunteer base to trial IT systems and JOCR readiness. Achieved a flawless, on-time launch of Terminal 3/ Concourse 2 and JOCR. Gained an understanding of international business protocol, transparently overcoming hurdles working in an ethnically diverse environment, requiring adherence to defined cultural standards.

London, United Kingdom

 Transferred to the UK to consult with the BAA team to plan & execute Operational Readiness trials leading up to the launch of British Airways' dedicated Terminal 5, a £4.5bn project at London’s Heathrow Airport. Assessed and enhanced trial scripts, oversaw logistics, planned and successfully executed 54 trials in four months, peaking at 2,000 volunteers in a single trial, affecting all baggage, aircraft and passenger touch points.
