Managed an annual budget of $1.2M, and priorities for $19M in facilities and equipment on 1,135 acres.• Supervised the development, content and conduct of camp programs to instill values and help youths gain character, skills, and leadership abilities.• Led a paid and volunteer Camp Staff of 90+ personnel, ranging in age from 15 to 70.• Ensured safety, health and welfare of staff and participants through establishment and enforcement of policies, processes and systems across all camp support and service support functional areas: to include food service operations (102K meals served, annually) and retail operations ($100K+ annual sales).• As staff advisor, coordinated volunteers' mentoring and coaching of the youth leading the nation’s largest Order of the Arrow Lodge (4,525 members | $100K annual budget).

Developed and directed the Chief of Staff, Army Senior Fellowship Program on behalf of the College president (Commandant). Coordinated external relations of the Strategic Studies Institute & U.S. Army War College Press (overall annual operating budget of +$750K). Managed program for requesting, selecting and awarding contracts for outside studies on key strategic issues compiled from across the Department of Defense.• Implemented new executive leader development approach for ten senior Colonels (standouts among the top 2% of the Army's workforce), hand-picked by the Army Chief of Staff for 1-year fellowships with the U.S.’s most prestigious policy think-tanks.• Updated the Army’s program for engaging the broader national security and strategy community in the exchange of ideas with leading universities and research institutions across the globe. • Coordinated SSI faculty's appearances on national news programs (TV and radio) and interviews with national news outlets. Worked with faculty in honing and expanding their professional presence and engagement across mobile media platforms.• Delivered 5 multi-day, high-level academic conferences; and quarterly national security issue seminars with partner organizations in Washington, D.C.

Implemented enterprise-wide directives at 74 locations on 4 continents, for an organization with an annual operating budget of $12B, and undergoing dynamic internal restructuring. Supervised activities providing institutional support for 74 city managers in their delivery of community services, protective and emergency services, and Emergency Management for communities (installations) with populations ranging from 10,000 to +110,000. Supervised installations' support of Army global Force Generation operations, as well as support to U.S. Government disaster response and recovery efforts from Army installations. Provided executive-level oversight for supervision of 26 Army airfields. • Directed 5 business divisions and 162 personnel in the management & decision execution across 16 related programs (combined, $7B annual budget).• Lead executive for Knowledge Management improvement. • Led team of senior analysts in uncovering $184M in operating efficiencies.• Supervised programming and overall funding execution of internal $141M annual budgets.

U.S. Forces-Iraq | U.S. Embassy - Baghdad

Coordinated action plans for U.S. military strategic messaging and for multi-sector assistance to Iraq's civil authorities during the critical 2010 Iraq national elections, which ensured support for U.S. efforts and enabled whole-of-government unity of effort in capacity building: political process, water, agriculture, electricity, oil, commerce & finance, economic development and education. • Led senior-level, sector directors' working group in conducting in-stride strategic analyses and preparation of weekly priorities, actions, and messaging recommendations briefed directly to Commander, U.S. Forces-Iraq.• Led development and delivery of key analyses on Iraq’s economic and key infrastructure development, political processes, and U.S. support to key Iraqi ministries throughout formation of the new government.• Led development of key strategic products: strategic messaging campaign plan, plan to support the transition to civil authorities (U.S. and Iraqi), and end-state (2011-2012) civil-military objectives for the U.S. in Iraq.
