Writes reports and participates in the presentation of business plans and feasibility studies, fund-raising proposals, donor reports and Programme's annual report.Centrally reports to UNRWA on Programme activities for all its four fields (Currently: Gaza, West Bank, Jordan and Syria).Conducts interviews with clients to produce business profiles that highlight the economic development and impact of the programme on individual clients and their families to strengthen the programme outreach in its area of operations.Undertakes impact-assessment of the effect of the Programme on its clients and business community through the development of survey questionnaire and other research tools.Supervises, collates and processes questionnaire data to produce statistical information on the Programme in each field.Collects and maintains micro-economic, macro-economic and financial data for business sector analysis and market segmentation analysis in the Programme area of operations. Conducts research on the Programme in the four fields through compiling data, producing materials and drafting reports on economic and political situation in the area of operations.Trains and supervises Programme staff in data collection and enumeration techniques.Maintains contact with other UNRWA departments, concerned government organizations, academics, NGOs, and other public and UN organizations in the field of operations to collect reports and other material, and provide information relevant to the economic and business setting of the Programme.Monitors developments in the business, banking and micro-finance sector in the area of operations to advise the Director of Microfinance and other concerned managers about significant changes taking place.Translates documents and research into Arabic and English.

Undertakes impact-assessments of the effect of the Microfinance Department (MD) on its clients and the business community through the development of survey questionnaires and other research tools.Conducts interviews with department clients to produce business profiles that highlight the economic and job creation impact of the department on individual borrowers and their families to strengthen the department outreach in its area of operations.Trains and supervises department staff in data collection and enumeration techniques.Supervises, collates and processes questionnaire data to produce statistical information on the MD in each field.Collects and maintains microeconomic, macroeconomic and financial data particularly for business sector analysis and market segmentation analysis in the MD area of operations.Conducts research on the Agency's MD in the areas where it operates through compiling data, producing materials and drafting reports on economic and political situation in the MD area of operations.Supervises the Business/Finance Statistician in collating, processing questionnaire data, and producing statistical information on the MD activities and analyses the results.Maintains contact with other UNRWA departments, concerned government organizations, academics, NGOs, and other public and UN organizations in the field of operations to collect reports and other material, and provide information relevant to the economic and business setting of the department.Monitors developments in the business, banking and microfinance sector in the area of operations to advise Director Microfinance Department (DMD) and other concerned managers about significant changes taking place; Participates in the writing and presentation of business plans and feasibility studies, fund-raising proposals, donor reports and Department’s annual report.Translates documents and research into Arabic and English.

Supervises the Department's administration and co-ordinates its various functions including personnel, supply and transport, procurement, security and maintenance.Works with programme supervisors to ensure proper compliance with Agency human resource and personnel management policy.In co-ordination with managers and supervisors, s/he maintains, reviews, drafts and updates department job descriptions.Supervises and ensures maintenance and repair of the MD's network of national, regional, branch and sub-branch offices.Maintains the security and safety of the MD's branch office network, including the supervision of guards.Prepares and issues bid documents and prepares and negotiates contracts; Maintains records and ensures timely payment of accounts payable.In co-ordination with the Accounts and Finance Office, s/he prepares the budget and ensures that the budget meets its target and is spent prudently. Drafts correspondence prepares and assists in the preparation of monthly and periodic reports and statistical data relating to staffing, procurement, building maintenance and repair.

Conducts research on the Agency’s Income Generation Programme in Gaza and WB.Develops surveys, questionnaires and other research tools to assess the impact of the Agency’s credit programmes in Gaza and WB on the target groups.Conducts interviews with programme clients and produces business profiles to highlight the economic and job creation impact of the programme on individual borrowers and their families, to strengthen the programme assessment in Gaza and WB. Collects and maintains microeconomic, macroeconomic and financial data, particularly for business sector analysis, and market segmentation analysis in Gaza and WB.Monitors development in the business, banking and microfinance sectors in Gaza and WB.Collates and processes questionnaire data, produces statistical data on the Agency’s credit and business training programme in Gaza and WB, and analyses the results.Participates in the writing and presentation of proposals, donor reports, annual reports, operational research and ad hoc research projects for Gaza and WB; Translates documents and research into Arabic and English and acts as an interpreter when required.Trains field staff in data collection and enumeration techniques for Gaza and WB.

Conducts independently efficiency audits and cost benefit studies, in the identification of problems and areas requiring organizational or management improvement, and in reviews of Agency organization, work methods and resource utilization, through the application of organization and methods, work study and systems analysis techniques, and assists as required in negotiating and implementing agreed recommendations.Carries out research for the establishment of staffing norms and productivity standards, advises on office and other work technology and reviews the application of same.Investigates and makes recommendations on requests to vary staffing tables and the description of duties and responsibilities of posts.Conducts salary and benefit surveys, collection and analysis of data and formulating recommendations, within the established pay policy.Recommends rates of pay of allowances paid by the Agency and conducts periodic reviews towards their updating as required.Conducts classification studies and reviews of Area and International posts, applies the Agency's adopted classification standards, and the Master Standard for Classification of Professional posts.Prepares and drafts updates of directives, instructions and other instruments governing the Agency's organization and staffing tables and prepares other special reports and submissions as may be required.

Investigates and initiates projects in the programme of economic development assistance including preparing studies of project proposals and reviewing studies submitted to the Field Income Generation Programme by the local organizations. Identifying training needs of programme beneficiaries.Investigating conditions of work and employment offered by loan applicants and recommending means to address sub-standard conditions.Recommending non-financial conditions to be attached to project proposals.Organizing training courses for programme beneficiaries.

Controls, registers and keeps records of the company daily financial transaction using the adopted software applications.Produces periodic reports for the use of the company administration.Verifies and checks claims and authorizes payments for different stakeholders engaged with the company (i.e. suppliers, workers, dealers and service providers).Follow-up on the company receivables.Advises the company administration on the Bank Current Accounts, Time Deposits and accounts balances for the sake of better managerial planning; andFollow with the responsible Accounting Consultancy Office to ensure that all the related supporting documents as well as the daily accounting entries are properly updated and provided.
