BALTIMORE CITY DEPARTMENT OF PUBLIC WORKS, MODIFIED CONSENT DECREE PROGRAM: Project to meet the requirements of the Sanitary Sewer Consent Decree between Baltimore City and the US Environmental Protection Agency. Responsible for creating public-friendly maps of sewer rehabilitation projects, analyzing and summarizing consent decree outreach requirements, creating outreach collateral, and organizing annual public meeting.PRINCE GEORGE’S COUNTY DEPARTMENT OF PUBLIC WORKS AND TRANSPORTATION, LINK MICROTRANSIT PROGRAM: Project to establish the Prince George’s Link Transit Service, a local on-demand transportation alternative for residents and visitors in south Prince George’s County. Responsible for creating microtransit zone maps, helping develop logo and tagline, and developing copy for promotional materials. MARYLAND DEPARTMENT OF TRANSPORTATION MARYLAND AVIATION ADMINISTRATION (MDOT MAA), MTN AND BWI NOISE UPDATE PLAN: Update of the Airport Noise Zone, Noise Exposure Map, and Noise Compatibility Plan for Martin State Airport and Baltimore-Washington Airport. Responsible for coordinating the Stakeholder Advisory Committee, tracking public comments, and developing recommendations for the Noise Compatibility Plan.

Responsible for developing and implementing a landowner outreach and acquisition strategy, creating project maps for the development team, creating site maps for prospective landowners, conducting desktop and in-person site analyses, and notifying community members of the project.

As a sub-consultant, I helped modernize zoning and development codes.Projects included:TOWN OF ZEBULON, UNIFIED DEVELOPMENT ORDINANCE: Update of the Unified Development Ordinance for the Town of Zebulon, North Carolina, with a focus on preserving the “small-town” character, revising the zoning code to reflect new uses, and promoting safe and sustainable infrastructure. Responsible for drafting ordinance language for Module 1, coordinating with municipal staff to keep document consistent with village policy and practice, and creating zoning district tables.CAMDEN COUNTY, UNIFIED DEVELOPMENT ORDINANCE: Development of a Unified Development Ordinance for Camden County, North Carolina that was compliant with the Camden County 2035 Comprehensive Plan. Responsible for coordinating with municipal staff to implement edits to draft documents and creating 3D renderings of typical development within each zoning district.TOWN OF SOUTHERN SHORES, COMPREHENSIVE ZONING ORDINANCE: Update of the comprehensive zoning ordinance for the Town of Southern Shores, with the goal of maintaining the character, density, and natural features threatened by surging development. Responsible for coordinating with municipal staff to implement edits to draft documents, creating maps of the zoning districts, and creating 3D renderings of typical development within each zoning district.

Analyzed and advocated for infrastructure and environmental policies related to the health of the Mississippi River and managed state task forces and a policy steering committee.Projects included:THE WALTON FOUNDATION, MISSISSIPPI RIVER NETWORK: Ongoing grant-funded project to facilitate and manage a network of public, private, and non-profit organizations along the Mississippi River dedicated to helping reduce nutrient pollution from urban and rural runoff, and therefore diminish the hypoxic zone in the Gulf of Mexico. Responsible for managing the policy committee and providing policy guidance to other members of the network, developing a policy and communications strategy, assisting the network director with annual meeting planning, facilitating committee meetings, managing outreach coordinators, developing monthly newsletters, organizing a lobby week in Washington D.C., and creating outreach materials.THE WALTON FOUNDATION, ILLINOIS & IOWA NUTRIENT REDUCTION TASK FORCES: Ongoing grant-funded project to facilitate and manage two groups of public, private, and non-profit organizations in Illinois and Iowa dedicated to helping Soil and Water Conservation Districts meet nutrient runoff reduction standards set in their states’ Nutrient Loss Reduction Strategies. Projects included:AMERICAN RIVERS, STORMWATER UTILITY TOOLKIT: Development of a useful guide for municipalities and local government agencies interested in establishing a stormwater utility fee system. Responsible for conducting qualitative interviews with municipal staff across the Great Lakes Basin, conducting research on green infrastructure credits, creating draft language for the guide and its communications tools, developing and distributing a survey for municipal staff, and presenting on the project at regional stormwater conferences.AMERICAN FARMLAND TRUST, RURAL WATER QUALITY SURVEY: Development of a public opinion survey targeted towards residents in three priority watersheds in Illinois. Survey measured attitudes towards local waterways, rural/urban polluters, and individual actions to improve water quality. Responsible for developing the survey, collecting addresses for residents within the watersheds, mailing surveys to a statistically significant sample size, collecting and analyzing survey data, and developing final report with survey results.METROPOLITAN WATER RECLAMATION DISTRICT OF GREATER CHICAGO, ROBERTS ROAD PILOT STUDY: Project to remedy flooding and local water quality issues within the Roberts Road sewershed through a combination of drainage improvements and resident behavior change. Responsible for developing an outreach plan with the communications director, organizing two public meetings, scheduling “pop-up” meetings with community groups and at community events, organizing a “Stormwater Expo” for residents to become familiar with MWRD and green infrastructure, and developing a final report on the pilot project results.
