Subject Matter Expert
CurrentProvides subject matter expertise to transfer technology, tools, and knowledge products to the homeland security enterprise. Assists the Task Order Manager in their execution of programs within the RDT&E process encompassing technology foraging and scouting; research and development; test and evaluation; systems & operational analysis and engineering; operational testing and integration; information management; technology transfer, transition, and commercialization; and risk management and mitigation.Manages the S&T requirements process following the S&T Business Process Flow.Manages/supports/provides input to requirements databases to supply transparency from DHS operational needs to S&T efforts addressing those needs and to final S&T deliveries.Supports the IPTs to obtain customer needs and priorities. Baselines the output from all IPTs to ensure quality input to requirements databases.Supports situational awareness of all customer needs (gaps and priorities) obtained through Integrated Product Teams (IPTs), Joint Requirements Council (JRC), Office of University Programs, the Silicon Valley Innovation Program (SVIP), Technology Centers, and other S&T matrix team members to develop a total S&T picture in support of S&T strategic guidelines and prioritization to address ORA taskingsGathers information to perform the decomposition of customers' operational capability gaps and development of R&D-relevant requirements to help form approaches and execute solutions.Manages the DHS Component/Customer requirements process, and helps project implementation, progress, and transition in coordination with the S&T Matrix.Gathers information, as needed, to support capability analysis, complex system-of-systems data analytics, and technology maturity analysis to inform DHS Components' operations and acquisition, DHS enterprise-level investment strategies, policies, and decisions.
