Provides subject matter expertise to transfer technology, tools, and knowledge products to the homeland security enterprise. • Facilitated the development of the National Preparedness Guidelines that defined preparedness for the Nation, and provides the capabilities needed to prevent, protect against, respond to and recover from all hazards;• Led the growth and development of FEMA’s technical assistance program (TA): The TA program provides support to the nation in planning for and sustaining capabilities that it needs for a systematic approach to preparedness including risk assessment, tools, technology, and training, exercises and organizational development. • Led development of the incomparable Voluntary Private Sector Preparedness Accreditation and Certification Program (PS-Prep™): PS-Prep is designed to provide awareness and safeguards to entities against the impact of disasters through improved resilience and continuity, best practices and conformity to DHS-adopted standards. This market-driven public/private partnership saw the inaugural certification of telecommunications giant AT&T and the American Bar Association.• Developed a particular focus on critical infrastructure including stakeholder sessions concentrating on identifying the private sector’s current preparedness needs to better adapt the PS-Prep™ Program for its target audience. Out of these workshops came program elements for individual businesses and across supply chains; and a guide to serve as a practical, sector- specific tool for use by any entity considering voluntary preparedness certification• Led the continuity of operations program for the Preparedness Directorate of FEMA, provided technical assistance to institutions, businesses, and non-profit organizations on Business Continuity;• Certified Business Continuity management systems auditor, qualified to conduct conformity assessment of preparedness and quality management programs according to national and international standards;• Provided leadership in developing and assessing the extent to which the National Integration center achieved its goals.
