Veteran, social service leader and passionate housing advocate.Marcus Dillard is a seasoned housing and human service manager who excels at creating strong teams, executing social service strategies, and delivering notable community impact. Marcus believes that leadership, collaboration, and data-informed decision making are critical to solving homelessness. While homelessness is a complex and growing problem, Marcus firmly believes that through shared goals and collective impact, progress and change are achievable.As a Marine Corps veteran, Marcus is no stranger to public service and commitment. After serving an eight-year term in the Marine Corps, he went on to complete a bachelor’s degree in business administration and pursued a private sector career in the accounting and financial management field. Following the Recession, he changed career paths and found his way to U.S. VETS, a non-profit organization dedicated to assisting homeless veterans. After raising through the ranks within the US VETS organization, Marus joined the Housing Authority of the County of Riverside (HACR) where he currently serves as the manager of the agency’s Special Programs unit which includes oversight of homeless programs, special needs housing and the Riverside County’s multi-disciplinary street outreach teams.Marcus was recognized by Riverside County for his housing efforts during the pandemic which included oversight and administration of the Project Roomkey program; the deployment of over 300 Emergency Housing Vouchers, and the large scale clearing of the Santa Ana River Bottom encampments which stretched form the City of Norco to the western border of the City of Riverside. During the last three years, Marus has coordinated services for over 4,000 homeless individuals and has achieved unprecedented levels of permanent housing placements, with scarce housing resources.When not working, Marcus enjoys making the most of time with his family which includes his wife and twin boys.
