Over several months in 2012, assisted minority Senators in successfully defending seven consecutive attempts by the majority to waive Budget Act points of order on the Senate floor – the longest such streak since 1974. -
DirectorPew'S Subsidyscope May 2009 - Dec 2010Directed Subsidyscope.org, a two-year project sponsored by the Pew Charitable Trusts to collect, analyze, and present information on federal subsidies across the U.S. economy. The effort developed the first searchable database of federal tax expenditures. Results of the project have been cited in print and electronic media including the Associated Press, The Wall Street Journal, National Public Radio and Fox News. -
Deputy AdministratorU.S. Environmental Protection Agency Aug 2005 - Jan 2009Chief Operating Officer for a regulatory agency employing over 17,000 people and spending over $7 billion a year. Overhauled EPA’s performance management system creating the first public Quarterly Management Reports and the first ‘Stat’ accountability program in the Federal government. Achieved large improvements in operations including eliminating grants management as an ‘agency weakness’ and reducing delays in rulemakings by over 50 percent. Consequently, EPA won the President’s Quality Award for Overall Management, the highest award given to federal agencies for management excellence, in 2007 and 2008 -- the first time the award was won back-to-back. An independent survey of EPA employees regarding management of the agency during this period showed improvement in all areas assessed including Satisfaction, Leadership, and Performance. Led EPA’s response to Hurricane Katrina which was assessed as ‘commendable’ by the Inspector General. The first federal political appointee to maintain a public blog. Senator Thomas Carper noted, "Peacock . . . is a source of inspiration.” Journalist Chris Doborek concluded, “Peacock is a remarkable leader . . . deeply respected in the halls of EPA — and elsewhere — by the career workforce and political appointees.” -

The PART won Harvard University’s Innovations in Government Award in 2005 and the American Society for Public Administration's Leadership Award in 2007. -
