Assisted directing a group of policy experts for Governor Jeb Bush's presidential campaign. Included production of policy ideas and documents for the candidate, management of external working groups, and coordination with Political and Communications departments. In an editorial at the conclusion of the campaign, The Wall Street Journal concluded, “Mr. Bush deserves credit for offering policy proposals that are by far the best in the field.”

Managed Republican staff of the U.S. Senate Committee on the Budget. Directed staff during Committee markup and floor consideration of the fiscal year 2014 Budget Resolution including the processing of 573 floor amendments -- more than double the previous high -- and 106 separate votes. Over several months in 2012, assisted minority Senators in successfully defending seven consecutive attempts by the majority to waive Budget Act points of order on the Senate floor – the longest such streak since 1974.

Directed Subsidyscope.org, a two-year project sponsored by the Pew Charitable Trusts to collect, analyze, and present information on federal subsidies across the U.S. economy. The effort developed the first searchable database of federal tax expenditures. Results of the project have been cited in print and electronic media including the Associated Press, The Wall Street Journal, National Public Radio and Fox News.

Chief Operating Officer for a regulatory agency employing over 17,000 people and spending over $7 billion a year. Overhauled EPA’s performance management system creating the first public Quarterly Management Reports and the first ‘Stat’ accountability program in the Federal government. Achieved large improvements in operations including eliminating grants management as an ‘agency weakness’ and reducing delays in rulemakings by over 50 percent. Consequently, EPA won the President’s Quality Award for Overall Management, the highest award given to federal agencies for management excellence, in 2007 and 2008 -- the first time the award was won back-to-back. An independent survey of EPA employees regarding management of the agency during this period showed improvement in all areas assessed including Satisfaction, Leadership, and Performance. Led EPA’s response to Hurricane Katrina which was assessed as ‘commendable’ by the Inspector General. The first federal political appointee to maintain a public blog. Senator Thomas Carper noted, "Peacock . . . is a source of inspiration.” Journalist Chris Doborek concluded, “Peacock is a remarkable leader . . . deeply respected in the halls of EPA — and elsewhere — by the career workforce and political appointees.”

Directed an organization of 60 analysts responsible for reviewing the budget and policies of federal natural resource, energy, and science agencies encompassing $160 billion in federal spending. These agencies included the Departments of Agriculture, Energy, and the Interior as well as the National Aeronautics and Space Administration. Received the highest possible performance rating from two OMB Directors (Mitch Daniels and Josh Bolten). Led the Performance Improvement Initiative of the President’s Management Agenda. Supervised the creation and implementation of the Program Assessment Rating Tool (PART), a universal method for rating the effectiveness of federal programs. The PART won Harvard University’s Innovations in Government Award in 2005 and the American Society for Public Administration's Leadership Award in 2007.

Directed a subcommittee staff conducting oversight and assisting Members of Congress in drafting and considering legislation. Completed over fifteen oversight hearings in the 106th Congress regarding the activities of the EPA, the Department of Transportation, and the Federal Emergency Management Agency. In addition, the subcommittee originated and eventually passed out of the House legislation reauthorizing Federal Emergency Management Agency programs and establishing a White House Office to combat terrorism.

Supported Members of the Subcommittee on Water Resources and the Environment by drafting legislation and providing policy analysis and briefings. Jurisdiction of the Subcommittee included the Clean Water Act, Superfund, and the Army Corps of Engineers Civil Works.

Managed the environmental policy analysis and forecasting section of Jellinek, Schwartz & Connolly. Supervised five analysts performing various services including monitoring and analyzing pending environmental legislation and regulations.
