Coordinated the PLHIV campaigns in 2012 challenging the government and OGAC as well as other key donors to dramatically improve the response to HIV resulted in important advances: As a result, PEPFAR headquarters rejected or ‘red-lit’ the national PEPFAR country plan (the PEPFAR Country Operational Plan, or COP) in 2012, and required a massive revision of the plan, focusing on accelerating treatment scale up, the treatment and prevention needs of most at risk populations, and expanding high impact prevention.

Strengthened the capacity of Rede Feto TL (East Timorese Women’s network of 24 women’s organisation) for a more empowered and effective engagement with different decision makers in the transition and peace building processes, including monitoring the gender sensitivity of implementation of the UN Resolution 1325 and CEDAW Committee concluding observations; Facilitated establishment and fine-tunedf a more strategic, feasible and realistic long-term strategic plan, in participative consultation with a wide cross-section of stakeholders working on human rights and gender equality; Facilitated programming process of the East Timorese Women’s network on promoting gender equality and women empowerment based on the international and national legal frameworks that promote gender equality; Assisted the staff of East Timorese Women’s network in developing methods to better inform and engage constituent members regarding the network’s programmes and campaigns through information and education, and the production of useful information and educational materials; Provided training, mentoring and job coaching for staff members of the network and member organisations in human rights, policy research and analysis on gender issues; Introduced the East Timorese Women’s network to various approaches and methodologies aimed at changing attitudes and behaviour and in the long term at changing official policies, involving wide and creative networking at government, NGO and community level, and collaboration with other monitoring and research bodies such as the CEDAW Watch Group; Supported East Timorese Women’s network in developing an effective lobbying strategy for identified target groups, including policy-makers;Facilitated East Timorese Women’s network in developing quick responses to opportunities for input to policy makers, including commenting on draft laws and government policies, and enabling members to work effectively with government committees.

Facilitated the processes for developing the HIV and AIDS Work Place Policy for SEPDA which is used as a point of reference by the member NDAs; Mobilized resources for SEPDA and strengthened the capacity of the member NDAs in resource mobilization and financial management skills; Supported the consultants in the process of developing SEPDA’ gender policy and gender mainstreaming guideline; Facilitated and supported the integration of gender and HIV and AIDS in the overall strategic planning and programming of SEPDA; Assisted SEPDA in setting up and adapting existing monitoring and evaluation systems to monitor the progress in gender and HIV and AIDS mainstreaming in Southern Region commonly known as Southern Nationalities and Nations Peoples Region (SNNPR) by using inter alia the framework and checklists in the gender policy and gender mainstreaming guideline; Facilitated the inclusion of gender dimensions into needs assessment frameworks of SEPDA; Facilitated training and orientation on SEPDA’s gender and HIV and AIDS Work Place policies; Provided training for focal points and coordinators of the Nationalities Development Associations (members of SEPDA) in gender and HIV and AIDS mainstreaming; Facilitated the smooth coordination of inter-agency, inter-project gender, HIV and AIDS as well as SRHR networking at the regional level and local level; Catalyzed the formation of the smooth coordination of Gender Based Violence (GBV) task force at the SNNP regional and local levels; Built strategic alliances with other key actors internally and externally to advocate for gender sensitive programming; Provided technical support to the development of relevant advocacy and communication/information materials to address gender inequality issues, including support to SEPDA’s advocacy efforts; Collected and promoted good practices and lessons learned, contributing to a collection of replicable good practices for gender equality programming.
