Manage complex public-private real estate partnerships, including the 2nd Street and Seaholm Districts, approx. 12 downtown blocks of office, retail, and residential development originally owned by the City. Seaholm District transformed an industrial area into a vibrant mixed-use destination, including historic Seaholm Power Plant, an award-winning new Central Library, and The Independent, the tallest residential building west of Mississippi River. These Districts 2018 assessed value exceeded $4 billion and support sustainability, affordable housing, local businesses and new trails and open spaces. Lead redevelopment of 1215 Red River, one of the City’s last parcels set for redevelopment downtown, as well as other city-owned parcels.Oversee Downtown Austin Public Improvement District, including contract with its management entity Downtown Austin Alliance for $10+ million annually from property assessments.Assist policy makers explore areas for investment and partnership, such the local food system and manufacturing, logistics and supply chain industries. Serve in special assignments related to disaster response and recovery, such as $150,000 state grant to improve nonprofit and business sectors' emergency preparedness. The resulting public service announcement won 2016 Emmy. Participate in media campaigns and interviews. Regular speaker at local, statewide and international events.

Oversaw operations of 70-person staff with an annual budget of $25 million of Federal and local monies to create affordable housing and job opportunities for low and moderate-income Austin residents. Key accomplishments included: increased transparency with public and stakeholders; improved in budget, accounting, and compliance procedures in order to track funding better, close three internal audits, and address issues under investigation by FBI begun prior to my tenure; moved forward with high-profile projects in East 11th & 12th Streets District (an Urban Renewal project), the African-American Cultural & Heritage Museum, and Holly Repair Program; increased housing production, including securing financing for 827 housing tax credit units in one year. Represented the City before Texas Legislature, Travis County Commissioners Court, public meetings and media. Invited to serve on Fannie Mae national Housing Advisory Board, 2007-09 and elected Board member and Secretary of Texas Association of Local Housing Finance Agencies, 2009-10.

Comprehensive development and consulting services on affordable housing to nonprofits, public housing authorities, and private landowners, primarily in Texas. Managed development in joint venture with nonprofits or public housing authorities of 484 affordable multifamily rental housing units using housing tax credits in three Texas cities (Austin, Pharr, Brownsville). Developed 120 affordable condominiums in Austin and fostered nationally recognized partnership with local disability nonprofit to create first integrated Section 811 award in Texas; Consulted with organizations and private citizens to explore affordable housing options.

Managed team that produced multiyear strategic plan for $75 million and annual performance reports for federal and local monitors. Co-authored report, Through the Roof: A Report on Affordable Homes in Austin that generated $100,000 in press coverage. Managed finance staff and submitted NHCD’s first consolidated funds budget (FY 2000/01).

Managed development and release of FY 1997 and FY 1998 HUD Budgets, requesting approximately $25 billion for Nation's housing and community development programs. Participated in negotiations with senior White House officials. Prepared for and participated in briefings for Congress, advocacy groups, and media.

Assisted in development and management of annual budgets, legislation, and policy for Departments of Treasury, Transportation, Commerce, Justice, Housing and Urban Development and 40 small agencies with total annual budget of $80 billion. Coordinated work for 50 staff.
