Commissioning &Start up Manager for a sour gas project with a CAPEX of ~2BUSD

Head the OR/CSU/Completions & Turnover department covering all the Projects NCOC was undergoing, with a total investment value of over 6 BUSD. The Projects were both Brownfield and Greenfield being in various stages of development from Pre-FEED to Execution. Been the main interface between Project team(s) EPC contractors and Operations on anything related to OR&A/CSU & Completions Provided Execution, CSU and Operations input into Project(s) activities including HAZOP’S, HAZID’S, QRA, RAM, 3D Model Workshops, SILs, FATs, SATs, ESP and operational reviews,Developed the Project Operations Readiness & Assurance (OR&A) plan(s) and lead through implementation between Project Teams and Production Operations TeamDeveloped and manage P2A (Project to Asset) handover process from Mechanical Completion all the way to RFSU/SoF/VCRResponsible for the development of the CSU philosophy/procedures, Commissioning Test procedures and plans and lead them through to implementation Provided constructability input to the engineering design. Define Execution strategies for at Site construction versus Shop Modularization by influencing the design and planning for fabrication, transportation, and installation stagesDeveloped OR&A/CSU, KPIs and progress reporting tools and trackers. Responsible for data collection and progress reports preparation & presenting to Senior Management.Responsible for the Operating Modes Assurance Review process (OMAR) and coordinate the close out of the identified actions. Developed activity based OPEX estimation for project life cycle for a given concept and take ownership to pass SME review. To work closely with the local content department to estimate the local content OPEX level in the estimate.

Lead the Kashagan Commissioning, start up & production ramp up as single coordination point between Senior Management and Onshore/Offshore site based leadership.Coordinated all the efforts in developing the CSU documentation for the Integrated Asset (i.e. SU Logic/strategy, Integrated start up manuals) incorporating the lessons learned from the Initial Commissioning & Start Up Campaign (2013).Coordinated all the Start up on paper/Roll out exercises across all levels throughout the Organization (i.e. from Managing Director to Field operations)n conjunction with Planning Group, developed the Integrated Activity & Production Plans (IAP/IPP) for the Integrated Asset to cover CSU and further production ramp up.Developed the OR&A documentation required for safely introducing the hydrocarbons post preservation (i.e. Statements of Fitness (Pre-start up safety check sheets, etc)Lead the Daily production meetings for the Integrated Asset on behalf of the Operations GM; Coordinate the weekly/monthly/quarterly production planning meetings focusing on identifying/mitigating potential technical threats to production & HSE.Lead the Integrated activity and production planning efforts in developing production forecasts, hydrocarbons allocation both before initial start & ramp up and also after production steady state was achieved. Provide support to the Operations GM for day to day operations related matters and also on production optimization plan considering all the constraints (e.g. Operations, Maintenance, SIMOPS, Process engineering &technology, etc) Act as a funnel across all departments for all existing work processes improvements initiatives and new concepts deployment at site (e.g. ESP, eMoC, Managing threats and opportunities-MTO, IAP/IPP, etc) OI/ESP focal point for Kashagan within the Shell network. Roll out and implement Ensure Safe Production(ESP) work process for the Integrated Asset (Offshore, Onshore Processing Facilities, & Onshore Sulphur Facilities).
