Obtained engineering alliance agreements with HOVENSA St. Croix, Valero Aruba, and Yara Trinidad. Some of the projects included a 35 MW biomass power plant and transmission line in Liberia, front-end design of a new Tail Gas Treating Unit in St. Croix, and Tank Improvements, Salt Dryer Refurbishment, Dock Repairs, Gas Turbine Modifications and a $70MM LNG Project in Aruba.Responsibilities also include identifying business opportunities, preparing business plans, performing financial analysis, determining project cash flows and investment rate of return. Met with prospective business partners and investors interested in pursuing international real estate investment projects for which Wink was an equity partner. Projects were pursued in Algeria, Dominican Republic, and St. Lucia. Responsible for performing risk analysis and overseeing all activities on behalf of the shareholders.

Senior Project Manager and Engineering Manager for a team performing all-inclusive engineering design and project execution services for the Motiva Enterprises, Norco and Convent refineries. This task force, which I supervised, grew to over 120 engineers, designers and support personnel. We executed over $50 million dollars a year worth of projects ranging from $100K to $20.0MM in total installed cost. Duties included managing all engineering activities performed at Wink’s St. Charles Parish office including every day office management; hiring, performance reviews, and training employees. Responsibilities included assisting with front-end development of projects, every day supervision of detail design activities (mechanical, structural, civil, electrical and instrumentation), procurement, contracting, construction management, turnaround and start-up support. We acted as the client’s project engineer with full responsibility for the project’s total approved budget, including preparation of funding requests, tracking of project in SAP and assuming all duties that a client engineer is responsible for. I joined the team in 2001 when it consisted of 17 people and helped develop it into a team of 120 by 2006.

Sr. Project Manager and engineering team leader of a multidiscipline team for the Sulfur and Amine Units Modifications project at the ExxonMobil Chalmette Refinery. Responsibilities included coordination and supervision of engineers and designers in all disciplines, communications with client and contractors, management of schedule and engineering budget. Closely worked with the plant engineer and operations personnel to implement a new technology, 100% oxygen enrichment, for the sulfur recovery process. Negotiated with the assistance of the refinery’s legal department a contract for the construction and operation of a new oxygen plant by a third party. Total installed cost for the project was $32MM. The total engineering budget was $6.3MM (120,000 man-hours).Project manager and engineering team leader of a multidiscipline team for the installation of asphalt blending and shipping facilities at the ExxonMobil Chalmette Refinery. Responsibilities included overseeing process and mechanical design, supervision of designers in all disciplines, communications with client and contractors, management of schedule and engineering budget. Total installed cost of $7.8MM.

Project coordinator and lead engineer of a multidiscipline team for the debottlenecking of the Fluid Catalytic Cracking Unit overhead system at the ExxonMobil Chalmette Refinery. Project responsibilities started with coordination of the process design and performing preliminary engineering. Preliminary engineering included development of scope of work, equipment specifications, schedule and cost estimate. Once AFE was approved, supervised engineers and designers in all disciplines performing detailed design engineering.Managed multiple projects including scope development, scheduling, estimating, design and equipment specification at the ExxonMobil Chalmette Refining. Projects included; improve FCCU feed hydraulics, Alky isobutane pump addition, and Tank Farm minor modifications.

Mechanical engineer for a new dock at a petrochemical plant on the Mississippi River. Responsible for P&ID development, equipment specification and the design of piping systems. Supervised mechanical designers and draftsmen. Among the equipment specified were; loading arms, firewater pumps, river water pumps, pressure vessels, pigging systems, detonation arrestors and other specialty items.Mechanical and project engineer for various multidisciplinary projects at the Murphy Oil, Meraux Refinery; new sulfur storage tank and loading facilities, R.O.S.E. unit modifications, new sulfur recovery unit, and asphaltene loading facilities expansion.

Responsible for conceptual project development, scheduling and cost estimating for projects ranging from $100K to $20MM. Developed 4-year refinery-wide capital budgets for ExxonMobil Chalmette Refinery and Murphy Oil Meraux Refinery. Responsible for bid evaluations, purchasing and equipment procurement for multiple projects.
