Office Director, Office of Social Sector Development (USAID/Afghanistan) 6/07-3/08Deputy Director, Office of Social Sector Development (USAID/Afghanistan) 3/06-6/07The U.S. was the largest donor to Afghanistan, at that time. With a $2.5B portfolio, the Mission is the second largest USAID program in the world.• As the Director of the Office of Social Sector Reform, was responsible for the Mission's health and education portfolio, which included the U.S. Government's largest health and education projects of any development mission. Annual funding levels for the Office of Social Sector Development had increased and approached a $110 million. The health and education five-year portfolio exceeded $590 million. • Managed a portfolio of 11 health and 13 education programs with a then value of $590M and acted directly as the Cognizant Technical Officer (CTO) for 4 programs. • The major programs included the: $138 million (M) Rural Expansion of Afghanistan's Community-based Health Care (REACH) Program; $95.4M APEP (Afghanistan Primary Education Program), $101M Construction & Rehabilitation of Schools and Clinics Program, $75M Basic Education Project; $40M Higher Education Project, $6M Textbook Printing Project, $82M Health Service Delivery Grant Program, 24M Community-based education, and the $21M Social Marketing Program.

USAID Cambodia is a medium-sized sustainable development Mission with annual resources of $65 million USD. Major duties were the following: • Managed the overall health portfolio, which included three bilateral agreements in: 1) Family Planning Service, 2) HIV/AIDS Prevention, and 3) Child Health • Managed a staff of over 15 contractors with 150 associate employees• Provided guidance and direction to institutional contractors, as well as monitored results• Prepared procurement documentation and official U.S. Government reports• Collaborated closely with Cambodian officials and other members of the diplomatic community• Assisted in the coordination of other international donors

Cairo Governorate, Egypt

USAID Egypt was the United States Government’s largest sustainable development Mission with annual resources of over $600 million USD. Major duties included: • Managed the infectious disease portfolio, which included HIV/AIDS and Hepatitis C. • Provided leadership in the area of surveillance • Managed a staff of over 10 contractors and associate employees• Provided guidance and direction to institutional contractors, as well as monitor results• Prepared procurement documentation and official U.S. Government reports• Collaborated closely with high-level Egyptian officials and other members of the diplomatic community• Assisted in the coordination of other international donors• Reviewed and prepared budgets

Assumed daily management responsibility of a comprehensive five-year, $46 million bilateral HIV/AIDS Prevention Project • Reviewed and approved budgets and financial expenditures• Reviewed implementation/monitoring plans of Cooperating Agencies funded by the project, and made suggestions for improvement• Collaborated with high level diplomats and host country government officials • Assisted in the development of policies, as well as the renowned Zambia Health Reforms• Planned and coordinated with other international donors, as well as with indigenous Non Governmental Organizations (NGOs) • Review technical proposals submitted for funding

Water Sanitation/Health Education Technical Trainer:United States Peace Corps, Zambia, Southern Africa 12/93-4/94• Conducted needs assessment designed to determine appropriate water sanitation skills/training needed by the Government of Zambia and other collaborating partners • Based on the above assessment, designed and implemented a comprehensive Water Sanitation/Health Education training curriculum-- which included culturally-appropriate sessions and workshops• Developed an evaluation tool, which was used to measure the effectiveness of the Pre- Service Training (results on file at the US Peace Corps-Afr. Bureau)• Assisted in the placement and swearing-in ceremony of the first group of Peace Corps Volunteers in Zambia

Topics included: Vaccination campaigns and strategies, HIV/AIDS Prevention, Potable Water and Treatment, and Child Survival•Prepared a detailed budget and implementation plan for activities under the Pre-Service Training Health Technical Program•Evaluated the Water Sanitation, Health Education and Community Development components of the technical training
