Responsible for management including cost, schedule, and quality of a $28+M project to integrate, coordinate and implement CBEP projects and activities in the Republic of Kazakhstan. Responsible for the establishment of CH2Ms business within Kazakhstan, hiring and mentoring a team of local national staff including accountants, logistics specialists, subcontract administrators, property specialists, translators, research scientists, engineers, medical and veterinary doctors. Responsible for liaising and forging strong working relationships with representatives of the Government of Kazakhstan. DTRA Iraq & Afghanistan (2013 to 2015). Role and Description of Duties: Deputy Project Manager. Responsible for management including cost, schedule, and quality of a $12+M project to integrate, coordinate and implement CBEP projects and activities in the Republic of Iraq, and the Islamic Republic of Afghanistan. Responsible for managing the renovation of the Central Public Health Laboratory (CPHL) in Kabul, Afghanistan. One of the key benefits to the client was to compress the timeline for the renovation of the CPHL, which resulted in approximately $1.2M of cost savings.

Represented the Federal Facilities Division of the MDE and provided regulatory oversight of CERCLA environmental investigations and activities associated with federal facilities contaminated with hazardous materials. Served as a key member of the partnering teams for Andrews AFB, the former NSWC White Oak and in a supervisory role for partnering at Fort George G. Meade. Mr. Callaghan was also the project manager for a $200,000 state led investigation, as part of an ongoing landfill remedial investigation at Andrews AFB.

Significant contributions include: Recognized company expert in the Late Cretaceous to Early Tertiary Chalk of the North Sea Central Graben. Member of a multidisciplinary team responsible for the development of the stratigraphic model for the horizontal drilling program of the North Sea's South Arne Oil Field. Aided in the planning of multi-million dollar oil field drilling operations and advised oil company representatives on all aspect of stratigraphy related to North Sea oil fields.
