Mr. Callaghan has considerable experience as a director of integrated teams of engineers, construction, scientific personnel and stakeholders. He has multiple years of experience managing multi-million dollar cost-plus and firm fixed price task orders for the US DoD, and has executed these projects/programs on schedule, within budget, and with stellar safety and security records.Mr. Callaghan breadth of experience includes international chemical and biological cooperative threat reduction, cross-cultural diplomacy, environmental site characterization and remediation, as well as project management/remediation of ordnance, explosives and chemical warfare materiel sites.Mr. Callaghan currently leads global Program Operations for CRDF Global, and is responsible for the enterprise wide program management framework and its implementation throughout the organization. Mr. Callaghan ensures that all programs have the tools, processes and customer focus to deliver consistently and with excellence. Previously Mr. Callaghan led the Global Health Operating Division for CRDF Global, as well as the entire suite of projects within the company’s DTRA portfolio of projects. Ensuring consistency of quality, technical and financial delivery of every project. Within Global Health, Mr. Callaghan spearheaded the strategic shift from purely project and program management activities to technical assistance through establishment of a techncial career path and the recruitment and hiring of key technical advisors in public health disciplines.Prior to CRDF Global - Mr. Callaghan was the Project/Country Manager for the multi-million dollar implementation of DTRA BTRP activities within the Republic of Kazakhstan and the was the Dep. Project Manager for DTRA BTRP activities in West Africa. Mr. Callaghan has led multi-disciplinary teams of research scientists, engineers, medical and veterinary doctors, construction companies, equipment suppliers and shipping companies from numerous subcontractors to enhance partner country's ability to secure and consolidate select agents and toxins, enhance biosafety and biosecurity; and to strengthen the ability to detect, diagnose and report outbreaks of infectious diseases.Mr. Callaghan also oversaw DTRA BTRP activities in Iraq and Afghanistan, and was instrumental in the renovation of BSL-2 laboratories in both countries, as well as overseeing bio-security training of laboratory professionals in war torn provinces of both countries.
