 Working directly with Naval Information Warfare Center Atlantic (NIWC) In Service Engineering Agent (ISEA) leading a team of contractors and sub-contractors involving multiple disciplines including technical writers, field service engineers, logisticians and cyber security analysts in support the Navy’s Common Submarine Radio Room (CSRR) project. Coordinated the movement and budget requirements for personnel to provide direct support to 28 vessels at every submarine homeport as part of an ongoing sustainment engineering effort, optimizing and repairing submarine communication systems prior to departing on critical missions. Drove testing, milestone tracking and compliance for 4 newly acquired shipsets prior to installation on new construction submarines. Provided a highly skilled team to monitor and respond to fleet communications in order to provide timely and effective distance support to vessels experiencing communication path problems either in port or underway. Developed new methodologies of financial reporting to ensure the ISEA fully understood the project’s financial health, projected cost and additional funding requirements. Managed a budget comprised of multiple funding source supporting different functional areas of the overall project spanning over 70 lines of accounting ensuring proper alignment of billing operations and compliance with federal regulations. Negotiated with the government Contracting Officer on two separate contract one year extensions totaling $4.8M in revenue.- Drafted and presented a Request for Price response to the ISEA and contracting officers including pricing models resulting in a five year contract win worth $28M in total expected revenue.
