Mr. Dunbar served as CEI’s Tucson Area Manager for several years and as Sr. Resident Engineer responsible for overseeing the Southern Arizona Construction Management activities, employees and marketing. Mr. Dunbar successfully won several important contracts for CEI including Construction Field Services for UDOT, including an Accelerated Bridge Project on I-80 in Summit Co., two large full service ADOT projects, a significant on call Construction Management contract with Pima County DOT, and over twenty CM service contracts on developer driven projects that required ADOT roadway improvements through the encroachment permitting process . Mr. Dunbar completed his assignment as Sr. Resident Engineer for the ADOT Prescott District on ADOT’s on call contract. In addition, Mr. Dunbar’s positive relationships with most of ADOT’s leaders in the Central and District offices and his many contacts with local government public transportation officials in Arizona allows for uniquely valuable marketing opportunities.

As PM North Dakota, broke ground for EPS primarily with NDDOT in Construction Management Contracts. Worked several construction projects as Project Engineer and Project Manager over several construction seasons. Business Development duties also brought in a few private development designs.

As the Tucson District’s Construction Manager, Mr. Dunbar supervised four senior resident engineers, a resident engineer, an engineering analyst, a materials lab supervisor and survey supervisor as well as over 80 construction administration employees. He managed the construction administration program for the Tucson district including oversight of all project administration and documentation, staffing, project scheduling and budgeting, and project/contractor issue resolution. Projects ranged from small pavement preservation to large urban Interstate reconstruction (i.e., $54 million I-10/I-19 freeway). Additionally, Mr. Dunbar approved and modified supplemental agreements to contracts; approved/disapproved projects completed; provided project administration guidance to less experience resident engineers; managed the district construction budget of more than $70 million annually; contract document clarification and interpretation; analyzed and evaluated value engineering proposals; conducted constructability reviews; reviewed and recommended modifications to projects plans and specifications during the development process; provided technical engineering expertise to assist the district engineer and construction personnel; acted as the owner’s representative. Mr. Dunbar was also responsible for the oversight and administration of the Districts Construction Materials Lab and Survey services.
