I serve as the Real Property Accountability Officer (RPAO) and am responsible for managing, planning, organizing, and directing a complex Real Estate Program for acquisitions, utilization, management, reporting, and disposal of Federal owned real property. I manage a large, multi-mission organization with assets comprised of 18.8 million square feet of facilities and 5,000 acres which house numerous military and civilian tenants and contractors. I function as the technical authority and provided guidance, to the Wing Commander to assist with government decisions pertaining to Air Force real property facilities and assets. I also serve as a technical advisor and consultant to management and provide interpretation of higher level guidance and develop local implementation procedures concerning real property. I provided comprehensive advice and technical assistance to public, federal, state, tribal, and local government customers to ascertain their requirements, goals, level of satisfaction, and ways to improve their real estate services to include reports of availability and National Environmental Policy Act processes, requirements, and compliance documents. I monitored boundary disputes and participated in resolutions of trespass and encroachment issues. I ensured prompt and accurate entries of all required information into automated systems. The 116th Civil Engineer Squadron at Robins Air Force Base which included 78 facilities, 226 asset records, with a total cost basis of $161,345,297 and the 283rd Combat Communications Squadron at Dobbins Air Reserve Base which had 35 facilities, 79 asset records, and a total cost basis of $21,637,149. I conducted systematic building, facility, and boundary compliance inspections, identifying any and all discrepancies in accordance with Federal, State, and local government regulations to ensure the Real Property Inventory was accurate and up-to-date. I was responsible for coordinating 60 plus military and civilian Building Managers with space utilization, maintenance and repair requests for services to include construction projects for building modification and mechanical system equipment replacement. I implemented and conducted annual Building Managers training classes in environmental and hazardous material safety, fire and building security procedures, work order request forms and all service contracts associated with their duties. I prepared Transfer and Acceptance of Real Property DD-1354 forms for signature. I created and submitted monthly Construction in Progress reports to the Base Civil Engineer and the National Guard Bureau in Washington D.C. I provided surveillance to a caseload of probationers in conjunction with other Probation Officer’s through the enforcement of mandated curfews, telephone contacts, frequent work site, day and evening home visits, enlisting the aid of law enforcement officers, and other community associated contacts. I maintained chronological logs and records of the probationer’s activity, behavior, movement and visitors. I administered alcohol and drug testing procedures. I attended additional training sessions to maintain knowledge of departmental operations, promote improved job performance, and to maintain knowledge of changing policies, procedures, codes, and laws.As a Moral Recognition Therapy (MRT) Facilitator, I delivered curriculum in a classroom setting with supportive counseling through a group process to male and female adults. I focused on developing their moral reasoning, in which group members worked through a 12 step program. This was a challenging, and constantly changing environment with new students joining classes almost daily. As a Facilitator I had to be prepared to work through unexpected situations and document their activities.
