Responsibilities:• Joint Psychological Operations Officer responsible for planning, coordinating, and executing Military Information Support Operations (MISO) in support of the USSOCOM Commander’s objectives worldwide• Conducts planning support on all aspects of MISO capabilities and authorities, status of MISO forces in theater, and coordinates the Global Force Management (GFM) process for MISO requirements and sourcing worldwide• Provides budgetary and program oversight for the Counterterrorism/Counter Weapons of Mass Destruction MISO Program (CTWMP)• Develops and publishes execution orders and amplifying guidance for all MISO elements conducting Interagency-Intergovernmental Support missions• Responsible for providing leadership to one NCO, three DoD Civilians and one Contractor Accomplishments:• Directly responsible for the management of the USSOCOM Voice Program, a “Congressional Special Interest” budget in excess of $24M per year information operations program• Forward thinking and management, as well as aggressive coordination with the Theater Special Operations Commands led to a 96% execution rate in fiscal year 2017, the highest in the program’s history • Assisted TSOCs in developing CONOPS and budget request documents for MISO Voice funding• Informed the highest levels of the Department of Defense on global Special Operations Information Operations via the weekly Joint Staff Daily Update Brief

Responsibilities:• Assess and inform USSOCOM Enterprise resourcing decisions, capability investments and divestitures to ensure the best mix of Special Operations Forces, equipment, and support attainable within fiscal constraints Accomplishments:• Led, assessed, planned and successfully managed a diverse funding portfolio with over 260 USSOCOM programs in critical capability areas worth over $11B across the Future Years Defense Program (FYDP) in Special Operations force funding, capabilities, and systems across four budget cycles to efficiently meet the Commander’s strategic vision, and budgeting requirements • Provided keen analytical skills, delivered clear presentations and recommendations that resulted in identification of $220M of efficiencies in USSOCOM’s ground mobility program during FY17 Program Objective Memorandum (POM)• Analysis of portfolio identified over $174M in offsets due to under-executed or over programmed funding during FY18 POM • Planned and executed numerous trips for J8 Assessment Directors to see key aspects of the USSOCOM Enterprise (USASOC HQs and Ft Bragg based units, USSOCOM consolidated logistics facility in Kentucky, as well as two Theater Special Operations Commands in Germany) that proved invaluable, providing ground-truth information critical to providing resourcing recommendations to the Commander

Responsibilities:• Principle general staff Manpower and Force Management (FM), and Force Integration advisor to the commander, responsible for Planning, Programming, Budget and Execution (PPBE) of $138M in resources; material integration, force management, combat developments and testing• Works to plan, develop, and resource programs supporting Soldiers by balancing current force needs with future force capabilities• Responsible for integrating MISO lessons learned into training and emerging doctrine• Responsible for providing leadership to one Officer, five NCOs and three DoD Civilians Accomplishments:• Organized the G8 staff section from a sub-section of the legacy 4th Group S3 into a general staff section for the provisional MISOC• Directly oversaw the development of the MISOC Force Design Update (FDU) to achieve MISO unity of effort and significantly increase MISO units of action• Optimized the command’s special operations peculiar equipment basis of issue plan ensuring operators continued to receive critical equipment by developing a pooling strategy resulting savings of over $21M for the command• Conducted review of command’s tactical wheeled vehicles resulting in the highest reduction across USASOC while still maintaining sufficient rolling stock for CONUS training and contingency requirements; an estimated savings of $41M across the FYDP• Worked directly with USSOCOM Special Operations Forces Acquisition, Technology and Logistics Directorate (SOF AT&L) on MISO programs of record; developed prioritization guidance for capability requirements for the command• Attended two-week Defense Acquisition University Capability/Combat Developer Course (ASI 7Y)

• The AFPAK Hands (APH) Program was established in late 2009 to fill a need for individuals who knew the culture, language, history, politics, and other aspects of the Afghanistan and Pakistan region to provide ministerial guidance and mentorship to partner nation government agencies.• Assignment to Special Operations Command Forward-Pakistan, in Islamabad was cancelled in mid AUG 2011 due to deterioration of US-Pakistan relations; exited APH program SEP 2011 Accomplishments:• Completed 5 months of Urdu language training (scored 1/1 on OPI in OCT 2011)• Completed Counterinsurgency curriculum and Pakistan cultural training in Washington DC• Completed Individual Terrorism Awareness Course (INTAC) in Virginia

Responsibilities:• Battalion Operations Officer for the only active component tactical Military Information Support Battalion in the US Army composed of five line companies and a Headquarters Support Company totaling 590 Soldiers with responsibility for worldwide deployment in support of Joint and Unified Commands conducting full spectrum warfare• Responsible for the management, coordination, and supervision of all unit operations, training, and plans• Supervises and provides guidance to an S3 staff that includes operations, plans, exercises, airborne operations, training, unit survey reports and Nuclear Biological and Chemical training Accomplishments:• Ensured units met all training requirements and oversaw the deployment of five PSYOP companies on a continual rotation to the USCENTCOM area of operations in support of Operation IRAQI FREEDOM and Operation ENDURING FREEDOM-Afghanistan and in support of Operation ENDURING FREEDOM-Philippines• Directly oversaw the no notice deployment of a company to Haiti in support of Operation UNIFIED RESPONSE following the devastating earthquake• Planned and coordinated rigorous training exercises utilizing native speaking role players that allowed Soldiers to hone their skills in face to face communication, negotiation and conflict resolution• Completed Survival Evasion Resistance Escape (SERE) 225 training at the Joint Personnel Recovery Agency, Spokane, WA (2011)

Responsibilities:• Responsible for executive support to a subordinate, Joint Command and administrative management of over 210 senior-level joint military, government service and contractor personnel tasked to formulate strategy, disseminate transregional and strategic Psychological Operations products, and provide command and control of transregional PSYOP initiatives in support of Overseas Contingency Operations• Acts as Chief of Staff responsible for supervising, directing and coordinating staff and special staff elements that plan and provide administrative, internal management control, security management, logistics, and communications support for the JMISC Accomplishments:• Aggressively worked to develop and institute processes and procedures which had been previously absent, to ensure adequate control, management, and compliance with DoD and USSOCOM regulations and guidance• Critical in planning and executing the renovation and reconstruction of the organization’s facilities which resulted in a safer and more comfortable work environment

Responsibilities:• Provides direction and expertise in resolving integration and operational issues associated with conducting regional PSYOP programs and activities supporting transregional campaigns, goals, and objectives in support of USSOCOM• Develops plans, programs, and activities to provide regionally oriented influence plans and programs and overseas their coordination and execution with OSD, Joint Staff, USSOCOM, USCENTCOM and other government agencies and organizations as required Accomplishments:• Developed a counter terror PSYOP program for a key country in the USCENTCOM AOR working with the U.S. Country Team and host nation government; this program was personally praised by the U.S. Ambassador• Combined PSYOP doctrine and tactics, techniques and procedures with the imaginative use of commercial advertising applications for execution of a regional information program with a budget in excess of $50M

Responsibilities:• Responsible for coordinating and synchronizing influence operations across 27 countries; organizes and sustains 24/7 operations through a staff of 15 Soldiers, Airmen and Marines; marshals the efforts and resources for all JPOTF headquarters staff directorates to support 12 separate subordinate PSYOP units with over 700 personnel supporting combat operations in Iraq, Afghanistan and five regional U.S. Embassies. Accomplishments:• Coordinated and facilitated the successful deployment and redeployment of five PSYOP units consisting of over 250 Soldiers and 60 tons of equipment• Oversaw the distribution and dissemination of PSYOP print products in support of combat operations in Iraq and Afghanistan from the subordinate print detachment and from the heavy print facility at Fort Bragg
