As Head of Project Initiation, Delivery, and Technical I am tasked with the acquisition and delivery of quality and tailored services to existing and new clients of the Company through timely and effective leadership of the Project Initiation, Delivery and Technical team, including the recruitment, mentoring, and management of team members.

Engaged by the the Client to provide services for the overall management of specific high capacity / profile / risk connection projects through all stages of the National Electricity Rules connection process. This included early engagement for the identification of appropriate connection locations, identifying and managing technical requirements (including for the first Identified User Shared Asset and Designated Network Asset connection enquiries, and connection and access standards and modelling requirements), as well as leading contract and commercial negotiations.In addition, provided strategic specialist and transmissions network connection support services, with a specific focus on the re-establishment and revitalisation of the regulated connection function within the business. This included in the development and implementation of strategies and processes to ensure the effective delivery and management of the technical / commercial / contractual works necessary for connections, and importantly the management of their interfaces. This included the development and delivery of training, and support for recruitment.

Engaged by the Client to act as Project Manager for the business' work with the Tasmanian Government Renewables, Climate and Future Industries Tasmania (ReCFIT) Group to assess and select the priority Tasmanian Renewable Energy Zone (TasREZ), as well as the development a REZ implementation strategy.

Engaged by the Client to provide program management services to develop and refine the internal delivery of strategic programs of work, using the experiences of Marinus Link and the associated North West Transmission Development projects as starting points. This has been driven by impacts faced by TasNetworks as a result of current Tasmanian Government policies, including its 200% renewable energy target, renewable hydrogen aspirations, and renewable energy zone developments. The complexity posed by these in the areas of technical solutions, regulatory constraints, project funding and stakeholder engagement and management, necessitate a delivery model that facilitates the integrated and end-to-end management of the program of works outside of the current business as usual approaches.

Mark G Jackson Consulting provides Clients with whole of life technical support for construction projects in the wind energy industry and broader energy market – through experience gained on some of Australia’s biggest wind farm projects, services can be provided to Clients to assist them during all phases of a project development.

Engaged by the Client to provide project management support services to development of the North West Transmission Development Project Management Plan, including drafting and engagement with personnel internal and external to the project to deliver a useable and practical document that accurately reflects the project's works, and which can be readily used by project and non-project personnel.

Engaged by the Client to provide program and project management support services to the planning and development of works associated with the refurbishment of six hydroelectric power stations on the west coast of Tasmania over the next decade. This includes the identification of efficiencies and implementation of whole of program measures that will improve the implementation of the individual site projects.

Engaged by the Client to provide project and engineering management services for works across their portfolio of wind farms.

Engaged by the Client to assist them in the review, development and renewal of their processes for the management of large scale connections to their transmission network. This review encompasses both regulated and non-regulated connections, including the specific development of processes and supporting tools for the pursuit, winning and delivery of contestable works for NEM Connection Applicants, especially in the space of governance and risk activities to support business decision making.

Following on from my previous work, was requested by the Client to undertake works to develop and implement a project management guidelines framework for use in the delivery of capital works in the TasNetworks Works and Services Delivery Group. These works are required to not only cover the specific application of standard PM knowledge areas to the TasNetworks context, but to also overlay that with the introduction of the SAP system into the business.

Engaged by the Client to initially provide services to review and progress the development of an improved program management, coordination and reporting system and processes for their Transmission capital works program.The success of this initial engagement led to an extension of the scope of works to include the assumption of the full-time role of Program Coordination and Reporting Team Leader, which encompassed the existing work in the Transmission network as well as Program Management of all works in the Distribution network. Upon appointment to this role it was further expanded to include the responsibility to lead the newly established Distribution Recovery Program Team, a multidisciplinary team drawn from across the business with the aim of completing an extensive review of the End-to-End process for the delivery of Distribution works, an area where many concerns had recently been identified.

Following completion of MRWF construction and commissioning works, was specifically selected to provide continuity in support for the management of Hydro Tasmania responsibilities during the two year Musselroe Wind Farm Defect and Liability Period. Responsibilities include:• Management of Contractor completion of outstanding Minor Defects and Omissions carried over post Practical Completion of their works;• Management of the timely rectification of new defects that arise during the Defect and Liability Period, including the formalisation of investigations into the failures and completion of appropriate Root Cause Analysis reporting; and• Other works as required by the Client in order to meet their Defect and Liability Period obligations.

Hydro Tasmania along with the Tasmanian Government determined that additional generation was required to supplement the existing electricity network which was experiencing severe constraints through historically low inflows into Hydro Tasmania’s dams. This natural occurrence was exacerbated by a fault in the Basslink interconnector took nearly seven months to rectify.Engaged directly by the Client to provide site and commissioning management for the deployment, commissioning, operation and demobilisation of diesel generation at two geographically diverse locations in Tasmania along with commissioning management and engineering support for the deployment of a third site comprising gas turbine generation. This included management and acceptance of all contractors’ works to meet project intent and outcomes, along with detailed liaison with TasNetworks for acquisition, management and return of deployment sites.

Engaged by Client (Asset and Infrastructure Group) to provide assistance in the development and management of:- Asset Compliance Improvement Delivery Project; and- Business Process Improvement Initiative.

Responsible for the management and delivery of specialised commercial and contract strategy and engagement with Delivery Partners and internal NBNCo clients to ensure the effective delivery of the Fixed Wireless and Satellite Programs.Successfully integrated and developed a new disparate team into an effective, efficient and valued resource for internal and external clients.

Engaged specifically by the Client to provide engineering management services to the Hydro Tasmania Renewable Asset Development Group in their pursuit of wide ranging options for alternative energy projects. Works specifically include:• Technical input for the assessment of potential renewable energy projects;• Grid connection assessments including technical and financial inputs;• Research into the development of scalable modularised solutions appropriate for small to large scale projects;• Research into viability of standalone and mixed generation solar projects including challenges and innovations in design, construction and commissioning;• Research into the application of current and emerging distribution/transmission concepts into dispersed renewable generation projects to increase reliability and reduce whole of life production losses; and• Assessment and technical input for the development of remote power projects.

Requested specifically by client for secondment into Hydro Tasmania EPC team as the Lead Electrical Engineer and Commissioning Manager.Lead Electrical Engineer – responsible for the management and oversight of design development and day to day site works completed by the Balance of Plant – Electrical Contractor including:> 48.6km 110kV transmission line;> 110kV/33kV substation and control building; and> 33kV collection system.Also responsible for all electrical works completed by Balance of Plant – Civil Contractor and Wind Turbine Supplier, as well as the provision of general advice relating to the installation and commissioning of 56 Vestas V90 wind turbines.Commissioning Manager – from performance in completing the above responsibilities, was requested to take over the role of Commissioning Manager, responsible for the finalisation and implementation of the MRWF Commissioning Plan and Schedule, including:> Stakeholder engagement, including with Hydro Tasmania, Contractors, Transend Networks and AEMO personnel; and> Management of Compliance Testing regime development and implementation to demonstrate compliance of wind farm performance against Generator Performance Standards (including highly complex Voltage Control Scheme) and R2 requirements.Successfully completed project commissioning through extremely onerous regulatory program which has now become the benchmark for the level or rigour required for wind farm commissioning in Australia.Awarded SKM Regional Excellence Award for Client Service for performance on this project – jointnomination from SKM Manager and HT Project Manager.

As a Project Manager my role was to coordinate and oversee all the components of assigned Projects to ensure achievement of the Project objectives and KPI’s and completion in accordance with Client, HSEC, time, cost and quality objectives. I devoted my efforts to directing the success of assigned projects and was responsible for the management of engineering, design, fabrication, installation, commissioning, quality, health and safety, finance and administration, and cost and schedule activities of the projects as well as the development of personnel on the projects.As a Senior Electrical Engineer my role was to be responsible for the delivery, technical quality, integrity and adequacy of electrical/instrumentation design engineering work as well as ensuring the design could be constructed in the safest, efficient and economic manner. As Senior Electrical Engineer I was also responsible for providing technical supervision, staffing resources, methods, procedures, standards and quality control to meet the needs of the Project.Finally, as the first Electrical Engineer within the SKM Tasmanian operations for a number of years, a key role was undertaking Business Development activities with existing and prospective clients internal and external to SKM to develop a work load sufficient for myself and others within the business. Also responsible for identification and assisting in recruitment of additional personnel when workload reached a point where it was in excess of my ability to meet individually.Refer to projects below for roles and achievements.

Managed the Iroquois Engineering / Logistic Management Section, providing support for the Iroquois Weapon System project (including engines, airframes, avionics, armament and life support equipment).Received average grading of Excellent to Outstanding in annual reports, including recognition as an “exceptional officer and a very professional aerospace engineer”.

This position managed the provision of operational maintenance and logistic support for 4 Iroquois aircraft deployed to Banda Aceh in the aftermath of the 2004 Asian Tsunami.Awarded Senior Executive Commendation by Joint Task Force Commander for outstanding performance.

Managed the provision of operational maintenance support for a fleet of 10 Iroquois aircraft within Australia and on overseas deployment. Responsibilities included: Act as Senior Maintenance Manager, responsible for ensuring the technical airworthiness of all aircraft within my area of responsibility. Manage a technical workforce of 65 qualified tradesmen and 20 on-the-job trainees. Act in higher duties as Senior Manager including assumption of the role of Executive Director in the incumbent’s absence, whilst continuing to maintain technical responsibilities. Mentor junior engineers to assist in their personal and professional development.
