CurrentI lead the PTA's Corporate Policy and Records & Business Management teams in the development, coordination and implementation of transport related policy, legislation, standards and guidelines.I manage the organisation’s Business Management System (BMS), policy development, review processes and coordinate the PTA’s Emergency Management systems and procedures including developing and managing high level exercises and representing the PTA in Emergency Management forums across Government.I lead the Electronic Document & Records Management System and Records Services Teams in the development of strategic records management policies and practices to ensure the PTA maintains compliance with the State Records Act (2000).The projects I have been responsible for whilst with the PTA include the analysis and preparation of a business cases to support the acquisition of Varley Prisoner Transportation Pods for Transit Officers, the implementation of Location Naming and Interactive mapping system to aid emergency management and the development of a strategic alliance with Main Roads for the acquisition and implementation of WebEOC emergency management software for the PTA plus the establishment and set up of their Emergency Operations Centre, the complete review of their Emergency Management Manual, development and management of Emergency Management Exercises and the alignment of the PTA’s Health, Safety and Environment system policies & procedures with the Rail Safety Act 2010.
Project Leader, Communications Infrastructure Program, Wa Police
I was responsible for initiating and undertaking research into identified issues, procedures and policies, evaluating findings, developing solutions and preparing reports and recommendations for consideration and further action in the WA Police Communications Infrastructure Program. I provide an authoritative consultancy and advisory service to all stakeholders having an interest in, or which were impacted by the project/s and negotiated with stakeholders to ensure that deadlines were met within resource constraints. I also had a significant role in implementing project outcomes and evaluating their effectiveness.The specific projects I managed whilst with the Communications Infrastructure Program included the TADIS (mobile data) re-imaging project which involved the installing of new software and migrating the in-car mobile data units throughout the metropolitan area to a new server, the deployment of TADIS Lite (Mobile Data PDA's) units to the Metropolitan area and coordinating the Centralised Dispatch communications trial to the Mid West Gascoyne District. This project involved the analysis of current business processes, preparing a business case to support the change, developing new business rules and liaising with regional areas to facilitate the Police Communications Centre in Midland remotely dispatching jobs to vehicles in the Mid West Gascoyne District via in car data.

I was a member of the Northern Territory Police Force from 1980 - 2009, retiring as an Operational Superintendent. As a Senior Operational Police Officer for nearly 30 years, and Superintendent for over 14 years, I gained a diverse range of executive, operational, administrative and management skills and was involved in numerous major projects, operations and investigations. I gained considerable experience in Corporate Services, Road Safety, Public Safety, working in remote areas with Indigenous Australians, Station, Section and Divisional management, Counter Disaster Response, Emergency and Risk Management, Criminal, Internal and Administrative Investigation, Human Resource Management & Development, Recruitment, Project Management, Policy Development, Strategic Business Planning and high level administration.Notable achievements include Project Director of the Single Point of Entry and Retrieval (SPEAR) and Communications project in 1999 and was responsible for managing the delivery, configuration and operational implementation of the organizations largest IT and change management project in 20 years. This project involved the complete replacement, implementation and configuration of the organisations core business systems with a negotiated solution from the AFP (PROMIS) and the introduction of a common digital radio network (Motorolla Smartzone) and dispatching system for the Emergency Services (Intergraph) which combined Police, Fire ,& Ambulance into a common Joint Emergency Services Communications Centre. I managed the Road Safety Division including the Major Crash Unit and the Traffic Infringement and Speed Camera Office from 2002 to 2004. In this role I was responsible for developing road safety and transport policy as well as enforcement and compliance strategies territory wide.
