Project Engineer: Assigned to task order with Corps of Engineers as a Project Engineer at Fort Sam Houston. Manage daily operations and contract management of METC MIF 5 project as Corps representative. Manage design process through Dr. Checks, represent initial Point of Contact for RFI’s, contractual modifications, and progress payments. Responsibilities include development and execution of contract deliverables, interdisciplinary and outside agency coordination, management of contract award finances through RMS and CEFMS, and creation and implementation of contract modifications through RMS. Reviewed Site-Civil design for MIF 5, identifying conflicts within utility design and deficiencies with storm water outfall structure. Provided QCS assistance to MIF 5 Contractor by installing QCS on my computer and confirming procedures on schedule, submittal register, and payment application inputs and uploads. Created procedural memorandums for Waste Diversion Protocol and Base Access Protocol that was distributed to entire METC office. These memos established requirements imposed on Contractors throughout METC.

Project Engineer: Focused on water resources distribution, Storm Water design and development within floodplains and regulated aquifer recharge zones in the Land Development (LD) department. Developed applications and received approvals for TCEQ WPAP and SCS submittals, FEMA CLOMR and LOMR submittals, SAWS USA and GCP submittals, and submittals for CoSA plat and permitting approvals. Designed all detention pond and Water Quality systems and established department guidelines for standardized design of these systems.Project Manager: Developed full construction documents for commercial and residential developments. Documents included site planning and development, utility infrastructure development, water quality systems, floodplain management systems, and related certifications and government approvals. Managed production teams, project budget, client relations, and coordinated with government agencies. Established Hydraulics and Hydrology section, and initiated group training sessions.

Engineering Division: Created contract documents for construction-based services and coordinated the approval and acceptance of these contracts by City departments and City Council. Implemented specifications for adoption by the City.Capital Improvement Programs Division: Managed and coordinated design-phase and construction-phase services for City-funded infrastructure improvements in specific Districts. Performed detailed plan review through all design phases. Coordinated project design with consultant, relevant utilities, and necessary government agencies (including TxDOT, USACoE, THD, Bexar County, UPRR). Managed project construction as the primary CoSA point of contact. Managed invoicing and ordinance preparation during design-phase and construction-phase. Storm Water Engineering Division: Reviewed and approved Drainage Studies and Flood Studies within the San Antonio River (SAR) watershed for compliance to the Unified Development Code (UDC). Performed hydrologic and hydraulic analyses and reviews for regional river system models (including SAR and San Pedro Creek tunnels, and Olmos Dam).
