Mark Kavanagh is an environmental professional with over 30 years of consulting, regulatory and quasi-judicial experience. During his wide-spanning carrier he helped manage the regulatory and environmental aspects of the oil, gas, bitumen, coal and electrical sectors.As a co-founder of an engineering consultancy, he managed a multi-disciplinary team providing an extremely broad range of services. He introduced models for mass appraisal of site liabilities that allowed Komex International Ltd. to become an industry leader conducting environmental liability assessments for oil and gas acquisitions and divestments. As Liability Management Advisor, he helped develop Liability Management Programs, now administered by the Alberta Energy Regulator, to address the orphaned liabilities of defaulting petroleum, bitumen and coal mining companies. He was the principal author of AER Directive 001, Quantifying Environmental Liabilities… and contributed to legislative amendments and several directives. His special projects include estimating the outstanding decommissioning, remediation and reclamation liabilities of all of Alberta’s oil, gas and bitumen facilities and developing three new High-level Enforcement programs. As Senior Environmental Scientist for the Alberta Utilities Commission, Mark served as the staff environmental expert for some of Alberta’s largest facility development application hearings. He provided expert advice to the Commission and helped write decision reports, facility development approvals and AUC Rules. Some of his special projects include estimating the risk-weighted liability to the Crown from the ‘deregulation’ of the power generating sector, and leading public consultation to revise AUC Rule 012 Noise Control. Mark has recently joined, as a Member, of the Alberta Land and Property Rights Tribunal where he is focused on hearing quasi-judicial appeals of surface rights related issues. Mark also operates an independent environmental consulting firm with a particular focus on regulatory and liability management services. Mark continues to serve in his community as a volunteer in a number of organizations and is president of FYRE, Canada, a Calgary-based charity that facilitates the benevolent work of others. His international charitable work has, most recently, taken him to Sudan, South Sudan, and Uganda.
