Managing a team of transportation planners responsible for developing, implementing and monitoring the Transportation Master Plan and transportation sections of the Development Charges Bylaw and Regional Official Plan to meet current and future needs of the Region in an affordable and sustainable manner. Liaises with internal stakeholders in departmental review, assessment and response to provincial policy changes to Transportation Services that impact Region, such as Provincial Policy Statements, Growth Plan, Greenbelt Act, Oak Ridges Moraine Act, EBR postings, 2041 Regional Transportation Plan, Greater Golden Horseshoe Transportation Master Plan to against the Region’s Strategic Vision and Official Plans and preparing responses to address transportation impacts. Responsible for researching, developing, and implementing strategies and policies to support advanced transportation technologies such as connected and autonomous vehicles, mobility as a service, and leading the departmental understanding and implementation of Transportation Equity.

As a senior transportation professional, I am responsible for developing Regional analyses, policies, and procedures for evaluating, monitoring, and benchmarking multi-modal transportation initiatives (vehicular, transit, rapid transit, active transportation, and transportation demand management) to support Regional growth with a fiscally responsible lens. This includes developing policy and technical justification to support the transportation and fiscal recommendations of the Regional Official Plan, Transportation Master Plan, Development Charges Bylaw, and annual Capital Plans. Routinely involved in managing interdisciplinary teams to create branch, departmental, and corporate initiatives, including developing presentations for a variety of audiences, including Regional Council, across a broad spectrum of topics including York Region in the GTHA transportation context, Development Charges, and Goods Movement. Responsible for reviewing and/or coordinating departmental, Regional and cross regional comments and recommendations on Provincial Policies and legislation posted to the Provincial EBR Registry related to transportation, transit and active transportation. Mentor and provide professional development support to departmental and branch staff and students on transportation planning and development related issues.Professional Successes Included:- Staff lead for the update of the $5.1B roads and transit sections of the Development Charges By-law (2022, 2018, 2017, 2012 and 2010) including developing policies, programs and funding rational. - Staff representative for Ontario Municipal Board appeals and mediation of the 2010 and Regional Official Plan, and 2017 Development Charges Bylaw. - Staff member in the development of the 2009 and 2016 Transportation Master Plan updates, 2010 Regional Official Plan, and 2014 & 2020 Municipal Comprehensive Review.- Co-authored a variety of departmental guidelines including Transportation Mobility Plan Guidelines

Provided a full range of transportation planning services related to development applications and policy development including the review of Secondary Plans, local, cross-jurisdictional and Regional Official Plan Amendments and associated background studies, including Transportation Impact Studies for major development applications. Responsible for reviewing Site Plans, and Draft Plans of Subdivision, Secondary Plans, and Official Plan Ammendmemts to ensure compliance with Regional and Municipal Official Plan policies, Regional Centres and Corridor Policies, and the Regional Rapid Transit Network. Peer reviewed and commented on the regional impacts of proposed Provincial and Municipal policies and programs on the Regional transportation system, and the Region’s ability to support Provincial objectives such as the population and employment targets of the Provincial Growth Plan.

Provided Technical assistance to the Transportation Engineer, Environmental Assessments on various aspects of Individual Environmental Assessments and Class Environmental Assessments for roads and transit projects. Responsible for developing and maintaining transportation databases and provided policy direction to modelling group on revisions to the Region’s EMME Transportation Demand Forecasting Model. Provided assistance to the Regional Transportation Planner in reviewing and commenting on transportation policies, schedules and technical support documents across various planning applications including Secondary Plans, Official Plan Amendments, Draft Plan of Subdivisions, and Site Plans. Provided technical and support assistance to Transportation Engineer, Modelling and Transportation Planner. Reviewed and updated the Regional EMME/2 Transportation Model including network modifications, and various transportation research including the capacity review and corridor analysis in northern York Region and Statistic’s Canada Place of Work data.
