Development Programme Leader saw me take the lead in the delivery of the RGF Round 1 funded Renewal Programme in the west of the City, including liaison with internal and external stakeholders on the detailed design solutions to ensure the planning application process was successful, meeting with Council and national policies and objectives. Managing the Councils relationship with Keepmoat Homes and Places for People to ensure the delivery of suitable relocation accommodation for the those residents in the city affected by acquisition and demolition schemes and ensuring the regenerative impact in the priority neighbourhood is positive and meets the aspirations of the authority. The lead officer in the relationship between the authority and the Departments for Business Innovation and Skills and Communities and Local Government in relation to the RGF funded scheme, compiling regular performance reports relating to finances and outputs regarding employment, training and new homes built. Preparing robust externally audited grant claims to secure the £8m RGF grant for the authority. The lead officer for the delivery of the Orchard Park Renewal Programme which includes the demolition of five multi-storey tower blocks of flats by explosive means, taking the client lead in the coordination of a scheme that is both complex and has a lasting impact in the local area. A major part of the programme is the development of in excess of 115 new homes on the estate to be delivered in partnership with the Riverside Housing Group, leading a multidisciplinary team to design the scheme and secure planning permission for the homes, negotiate with Riverside Housing with regard to a development agreement for the initial phase of homes and a strategic view to secure further units for the area.

Following the Comprehensive Spending by Central Government in October 2010 the Council assembled a Housing Strategy and Renewal Service of which the New Initiatives Team was responsible for liaising with Central Government Departments and other funding bodies to rebuild the cities housing led renewal programmes. Preparing funding bids and securing funding for the progression of regeneration and housing led initiatives across the city. Initially focused on securing funding to recovery the former HMR and PFI funded programmes in the cities priority neighbourhoods.I worked on a large number of funding bids which resulted in funding being awarded to the authority, gathering technical information to accurately define the scheme and preparing detailed cost estimates to ensure the correct amount of funding was bid for, the councils match funding defined accurately and de risking the future deliverability and affordability of the scheme. Liaising with the Department for Communities and Local Government, Homes and Communities Agency, internal and external stakeholders, elected members and the community to ensure support for the scheme and secure the feasibility and deliverability of housing led programmes. A key element of the post was to ensure that the funding bids were submitted that met with changing national policies and locally adopted policies and strategies. Preparing detailed reports for a variety of audiences that secured senior officer, political and financial support for the funding bids and subsequent schemes. During this role I was also given the opportunity to liaise with Registered Housing Providers regarding the Affordable Homes programme 2011 – 15 and the Homes and Communities Agency to assist in securing grant and RP funding for the delivery of affordable homes in the City.

Following the Councils successful Expression of Interest to Round 6 of the Housing Private Finance Initiative funded by the Department of Communities and Local Government I was seconded into a small team to develop the Outline Business Case to secure £156m of PFI credits for the city. I took the role of technical work stream leader, managing appointed consultants to prepare the Authorities detailed output specification which described the Councils requirements from prospective bidders to the scheme. The objective of the scheme was to deliver 500 new affordable rental homes and 150 new homes for market sale to regenerate the Orchard Park area in the north of the City. Liaising with internal stakeholders to ensure that the specified products in the output specification met with the wider council policy and aspirations in terms of housing quality and standards, green spaces and infrastructure and ensuring that the Capex for the scheme was within the overall scheme affordability.This role included the development of a detailed masterplan for the Orchard Park Estate through effective public consultation and the management of a consultant team that responded to the specific requirements of a complex to produce a quality deliverable programme. The role of project officer allowed me to work across the programme in all work streams, legal, finance, design and technical to ensure that the programme met with the requirements of the authority in terms of output, risk and affordability. Working on project documentation to ensure a robust Outline Business Case was prepared for submission to the CLG, liaising with CLG on a regular basis on progress of the case, the definition of the scheme and the affordability of the programme. Unfortunately the support for Round 6 was withdrawn by Central Government as part of the Comprehensive Spending Review in October 2010.

Working within the Newington and St. Andrews regeneration team as Project Manager/Team Leader, line managing a multi disciplinary team to assist local residents and property owners affected by the council’s acquisition, relocation and demolition programme following the declaration of a Renewal Area in 2006. Project Managing the acquisition and demolition programme in West Hull to deliver the outputs and outcome targets of the Housing Market Renewal programme. The role including the management of and working in partnership with external consultants and private sector partners to ensure the valuation, negotiation and conveyancing process were ran effectively in a timely manner to ensure a high quality service was delivered Having responsibility for the management and monitoring of capital budgets and the preparation of performance reports for a variety of audiences.The role included liaison with Private Sector Lead Development Partners regarding site assembly and the provision of suitable relocation properties for those residents affected by the proposals, ensuring that suitable alternative properties where available to those residents affected by the programme. During my time in this role the local authority developed an Area Action Plan for the Newington and St. Andrews wards of Hull, this allowed me to develop further skills in community consultation. Ensuring that the residents of the local area were aware of the proposals for the area and provided with a detailed understanding of how to get involved in shaping the future of the area.

Working within the West Hull Renewals Team working to deliver housing led regeneration schemes in the west of the City. Inspecting houses that were due for demoltion under regeneration proposals using the Housing Health and Safety Rating System to gather evidence of hazards and general stock quality to support potential Compulsory Purchases to secure ownership of sites for future redevelopment of affordable and market sale housing.Managing the demoltion process as client lead, ensuring that preparatory works including asbestos surveys and removals and service disconnections were complete prior to the properties being handed over to relevant contractors commisioned to undertake the physical demolition, supporting the team leader to achieve outputs in terms of property acquisitions and demolitions and ensuring targets were met to comply with funding regimes.
