Idh Colmore Plaza, Birmingham

Planner for Birmingham Highways Maintenance and Management (Working in partnership with Birmingham City Council, Amey will be delivering a step change of improvements to the city’s highways network over the first five years (2010-2015) to remove any backlog of work and increase standards. After 2015 Amey will maintain the infrastructure at this improved standard for a further 20 years).Responsible for planning and programming of Street Lighting Improvement schemes totalling some 41500 lighting columns in the first 5 years of the Contract. Duties include:-• Planning of Lighting improvement programme for 5 years till 2015 and subsequent improvement works thereafter (20 years contract) ensuring that 6 monthly ‘milestone’ targets are met.• Close liaison with designers, procurement officers and works supervisors on a day to day basis • Liaison with Network Stewards addressing queries from councillors and the public to deadlines• Extensive use of spreadsheets with appreciation of planning tools such as MS Project, Primavera• Organise TMA notices, TTRO's, Traffic Management requirements• Liaison with Councillors, District Offices, statutory undertakers.• Set up of new Street Lighting master programme with tie ins to other work streams• Extensive analysis of base data identifying errors• Weekly planning progress meetings within Planning Team• Set up Weekly / Bi-weekly meeting with officers responsible for Design, Procurement and Implementation• Assist in development of 6 monthly consultation reports for all Ward Members and Offices

On secondment via Waterman AspenProjects Manager for Highways Drainage schemes varying in magnitude from £1k to £250k from a high profile government funded flooding alleviation initiative. Duties include:-• Organisation and recording of site investigations – CCTV, jetting, trail holes• Basic scheme drawings for use by Contractor• Organise TMA notices, TTRO's, Traffic Management requirements• Liaison with Councillors, Districts, statutory undertakers and residents. Including implementing Customer Care plans• Close liaison with framework Contractor Ringway on a day to day basis• Scheme design and estimates including H & S method statements for Contractor, and F!0's• Set up of new Schedule of Rates tender documents including new Standard details• Set up of generic scheme files and simplifying of computer based files for ease of use and to give a clear audit trail• Compilation of orders, monitoring of budgets and programming of ordered works• Attending meetings with senior management meetings to discuss progress, programming, resourcing and budgets.• Implementation of construction techniques previously untried by the Council such as no dig construction and plastic culvert grilles.

Duties included:-• Development of new Reports Database for submissions to Cabinet Member involving weekly updates and liaison with all Project Managers and feedback to Principal Project Leaders.• Monitoring scheme fees on a monthly basis and feedback of information to Principal Projects Leaders• Development of Construction, Consultation, Lighting, Traffic Signalling and TRO databases to aid project management within the department and programming of works for both BCC and other parties such as Atkins, Lighting, TRO group etc• Responsible for organising Resource Managers meetings and subsequent development of Resource Availability and Summary sheets.• Mentoring of 3 recently appointed Project Managers with monthly meetings and one to ones• Development of Scrutiny Briefing report to Cabinet for high profile Stratford Road Red Route scheme• Compilation of background information for Stratford Road Red Route scheme including financial assessments, parking surveys, development of TRO’s, design changes, with presentation of information to Cabinet Member and Councillors• Liaison with members of the public responding to enquiries on Stratford Road Red Route• Developed ‘Mini’ Consultation for design changes on Stratford Road Red Route• Compilation of scheme approval reports to Cabinet Member for Billesley Lane TRO/Parking scheme and Bristol Road Tesco Pedestrian Crossing scheme

Transportation Strategy Group (Projects)

Schemes worked on included:-• Management of several small car park re-construction schemes under the guidance of a Resource Manager.• Project Leader of multi million pound Direction Signing Renewal schemes for the former Inner and Middle Ring Roads, A45 Coventry Road, A456 Hagley Road, A38 Bristol Road and A38(M) Aston Expressway. Overhauled the Councils Direction Signing policies as well as ensuring the DETR standards were met, and implemented the use of new materials and technology.• Project Leader on the Tyburn Road Red Route / Bus Lane scheme.Additional role of Resource Manager for approximately 6 months becoming experienced in the technical and financial management of projects and resources

Engineers Department - Drainage Services

Upon completion of the training scheme I became a permanent member of Drainage Services. Duties included the following: - • Supervision of contracts on site as resident engineer, with responsibility for measurement and evaluation of contractor accounts, setting out, and ensuring works on site were carried out safely whilst meeting required specifications. • Liaison with local residents answering complaints, carrying out interviews to determine causing of flooding and disseminating information through consultations and customer care procedures. • Carrying out site, sewer and structural surveys. • Preparation of detailed drawings, estimates, structural calculations, hydraulic modelling and analysis, feasibility reports and Contract documents.

Engineers Department - Capital Roadworks, Traffic Management, Urban Design

I was employed with the City Council engaged on the training scheme operated by Birmingham City Council Engineers Dept. This involved placements of 6-8 months in different departments, which included Capital Roadwork's (Roads & Bridges), Traffic Management and Urban Development. Experience in these departments gave a broad view of Civil Engineering and allowed me to appreciate the work involved in various aspects of Civil Engineering within a local Authority.
