•Evaluated all District Task Order Proposals of Energy Savings Performance Contracts, verifying technical competency and validity of energy cost savings, which resulted in an estimated at $1.5M annual customer savings. The sole district POC for six months for PM and technical issues after transfer of ESPC PM.•Analyze A/E plans and specifications for adequacy, feasibility, and conformance with contract requirements and conformity to host nation and US codes and regulations and provided value-added design engineering comments for projects totaling over $500M.•Developed the protocol for and instigated a new design practice among the A/E firms contracted for military projects to specifically incorporate full narrative descriptions of the sequence of operation of HVAC systems for the programming of DDC systems.•Identified critical flaws in the HVAC system of A/E contracted design for Army bowling facility. Prepared explicit design directives that simplified the system with project savings of $120,000.
