Chief, Expeditionary Readiness Division. Responsible for daily oversight of DIA global force management, development and implementation of the DIA Expeditionary Readiness and Deployment Program and oversight of screening, training and qualification/certification of over three hundred DIA deployment requirements in support of US military contingency operations in declared combat zones. Lead a division of officers who provide 24-hour accountability for the DIA expeditionary workforce. Manage execution of the $2.7M overseas contingency operations deployment budget to ensure funds are properly allocated and expensed through a monthly resource validation process. Develop daily deployment statistics for review by the DR, DIA; sustain an average of over 95% fill rate for all DIA deployment billets. Oversee redeployment and reintegration for 100% of DIA deployers to ensure timely disbursement and receipt of all incentives and benefits. DoD Credibility Assessment (CA) Program Manager. Functionally managed the DoD CA Program. Executed Program administration responsibilities on behalf of the Director, DIA as set forth in DoD and DIA policies. Served as the DR's representative at DoD and national CA forums and was responsible communicating to the DR issues or concerns which could significantly impact the DoD CA program. As the focal point for the federal CA community, coordinated procedures and created unity of effort in the execution of interagency CA program activities, and chaired the Federal CA Program Executive Committee (ExCom) which included senior representatives from all 27 federal CA programs. Coordinated national level CA policies, convened regularly scheduled and impromptu collaboration meetings with DoD and non-DoD, federal CA program managers, prioritize researched initiatives, developed training standards and instruction, and reviewed Quality Assurance standards. Oversaw collaborative sub-committees to research current and emerging CA issues, present findings and make recommendations to the ODNI, DoD, DIA, and NCCA leadership, as appropriate, to ensure positive outcome of ExCom decisions. Developed, collected, and analyzed CA performance measurements to support DoD CA program planning and strategic forecasting of CA Program resource requirements. Coordinated with the Joint Staff and DoD Component Global Force Managers to fill priority DoD CA deployment requirements in joint operating environments. Performed mission analysis and determined DoD resource requirements for support to US Forces in Afghanistan (USFOR-A). Developed and coordinated the rotational schedule for all joint CA support to USFOR-A.

Chief, Operational Risk Management Division: Executed direct oversight, management and leadership to over 100 CI Special Agents performing CI risk management assessments of DIA collection activities, worldwide. Directed the development and implementation of risk management strategies to counter, mitigate and exploit foreign intelligence threats to DIA operations and collection activities. Developed a concept for the integration of formerly disparate CI functional support services to facilitate early warning and indications of CI flags and anomalies potentially associated with foreign intelligence control or manipulation. Managed the application of operational assessment tools, including security/CI interviews and behavioral science consultations by operational psychologists to assist with risk management and vetting procedures. Conceptualized and implemented a robust CI analytic capability to perform threat-based, operationally focused analysis of FI methodologies and oversaw CI agent reviews of DIA operations.

Chief of a sensitive DIA force protection platform utilizing specialized tactics, techniques and procedures performing global CI support to force protection activities. Exercised technical and administrative responsibilities, including supervision and performance management over 135 US personnel supporting DoD intelligence operations and Geographic Combatant Command force protection activities. Provided oversight of CI officers responsible for successful execution of all aspects of operations, to include mission readiness, pre-mission intelligence/threat analysis, security, logistics, and technical services. Managed a $27M annual budget to execute the platform's worldwide mission, overseeing the expenditure of Base operations and maintenance resources, including mission execution and acquisition of specialized equipment necessary to sustain mission capabilities. Applied principles of change management to establish a Regional Mission Manager program, geographically aligning functional support activities, and improving continuity of effort among a globally dispersed DoD customer base. Transformed the Unit's mission request process, and enhanced productivity through creation and integration of an electronic request template into the organization's SharePoint portal.
