• Responsible for financial management within Teagasc, incorporating administration of a €60m expenditure budget across 29 Departments, reporting on all Funded Research Projects, provision of expert support and advice on Corporate Governance issues and ensuring appropriate level of internal financial controls in place across the organisation. • Responsible for implementation of a number of change projects including; formation of teh Management Accounting Unit following review of Administration structures and numbers in Teagasc; Review of financial processes followed by outsourcing of identified work packages; Review and improvement of budgeting process; Centralisation of the Accounts Receivable function in one location and team.

* Responsible for financial management of Research Directorate, supporting budgeting, variance analysiss and forecasting processes accross the directorate* Management of a number of Change Projects during this time including, administration and systems response to restructuring of Directorate, Admin review of Directorate, Centralisation of finance functions in response to resourcing challenges, updating of administration structure at large Research locations.* Process and Systems improvement in Research arising from centralisation of functions and reduction in resources accros the public sector.

* Responsible for all financial reporting, budgeting, planning & analysis needs of Moorepark and its stakeholders including local, head office and funding agencies. Responsible for timely reporting, budgeting and submission of claims to funding agencies * Responsible for systems development and improvement strategy for Moorepark and in conjunction with Teagasc Head Office focusing on areas such as centre and programme budgeting, time recording and expense management and the development of solid budget and programme reporting. * Responsible for general office administration needs of Moorepark including debtor, creditor and cash management, resource allocation & recording, administration of student programmes, efficient and flexible reception services, conference co-ordination, library services, processing of travel and expense claims and internal communication. * Managing the governance requirements of Moorepark including the implementation and monitoring of Risk & Compliance, Health & Safety, Quality Customer Care, PMDS and other Teagasc policies as they apply to Moorepark. * Responsible for facilities management and procurement requirements across the campus including maintenance, stores, security, supplier and service contract management, insurance, canteen, stock-taking, cleaning, waste management, fleet management and general services.

• Responsible for the Accounts Payable, Payroll, Accounts Receivable, Taxation and Procurement areas in the Financial Services Office, comprising circa 20 staff.• Production of monthly and quarterly Management Information reports (KPI and Financial) to Executive Officers, Finance Committee and responsible areas as required.• Responsible for liaison with Pension Fund investment managers and advisors on operational and reporting issues relating to College Pension Funds (Scale: Assets of circa. €275m)• Responsible for the Trust and Benefactions Funds including preparation of quarterly investment reports, annual returns and liaison with auditors, lawyers, investment managers and trust fund bankers as required (Scale : Assets of circa. €155m)• Responsible for liasing with College insurance brokers in order to put in place appropriate and adequate cover for a diverse range of activities (Annual budget of circa. €2m)• Developed a Finance Manual for the College, documenting all finance procedures relevant to the College community. Also developed a bi-annual report of Control Exceptions, highlighting procedural breakdowns and potential risks to the College for the College Finance Committee. • Implemented a number of initiatives including, EFT for Staff reimbursements and supplier payments, Electronic remittances for staff reimbursements and supplier payments, Purchasing Card pilot study, appointment of customs clearance and Intrastat agents, Insurance tender, travel agent tender, adoption of new BIK rules, interfaces with Accommodation Office, adoption of ROS within the Treasurer’s Office and others.
