During my law practice I concentrated on international financial transactions in the public and private sectors. I have advised foreign governments and public sector entities on financing, debt restructuring and related transactions. I served as counsel to the Bolivarian Republic of Venezuela for more than 35 years on numerous transactions, including its commercial bank debt restructuring in the 1980s and its further restructuring under the Brady Plan, and many international capital markets and bond exchange transactions. I served as principal legal advisor to the Bank of Zambia and the Ministry of Finance of Zambia in a World Bank-sponsored debt reduction operation, which was one of the largest ever undertaken by the World Bank in Africa. I also acted as counsel to Colombia, Panama, Pakistan, Bosnia and Herzegovina, Romania and Moldova, among other sovereigns, in international financial transactions.
