About Mark Sutton

Starting as a member of multi-disciplinary Royal Mail project teams, I have led increasingly complex and high-value Waterfall and Agile projects at that and subsequent employer and client organisations. I have also developed project, programme, portfolio and change management frameworks and developed centres of excellence to enable organisations to improve their approach to change delivery.I am aware of the need to apply only proportionate P3M to change activity. I work with organisations to assist them to understand why individuals respond to change differently, and apply appropriate models available for managing transformational and emergent change. I help project teams to identify change impacts and severity. I assist impacted teams to complete change impact and business readiness assessments, plan for change, validate and agree benefits and funding, establish ownership and contracts, and, where appropriate, book benefits into those team’s operating plans where direct ongoing measurement would not add value. I have implemented tools and techniques to assist clients with change (e.g. force-field analysis, stakeholder profiles, empathy maps, personas, journey-mapping, listening workshops, change management plan templates, impact assessment checklists and guidance, heat maps, story-telling, FAQs, benefit profiles).My pragmatic approach to P3M application resulted in AXELOS’ invitation to inspire project professionals' development by authoring regular blogs and a MSP programme management case-study white paper about a community programme I led, and to review the PRINCE2 2009 and 2017 guides and author MSP examination questions. As accredited trainer in APM project management, AXELOS PRINCE2 project, MSP programme, MoP portfolio, M_o_R risk management, and P3O offices, APMG Change Management and Managing Benefits, I often coach P3M delivery and decision-making professionals in best practice to support their review and development of their personal approach. I have undertaken P3M maturity model assessments to audit governance and controls, and determine options for developing improved effectiveness and/or compliance. As Finance and Resources Committee Chair at the school I founded, I audit the school’s risk management, procurement, financial management and budget-setting frameworks, and created its strategic risk management protocols so as to ensure that the Governing Body verifies compliance and manages strategic risk as an integral part of its business.

After evidencing that we as a project team would provide better tax-payer value-for-money than any existing DfE contractor, we delivered the school's temporary location. The still-developing 120-pupil intake school moved to its £19m permanent purpose-built location in 2018, has received successive ‘Good’ Ofsted ratings, & has an applicant waiting list. As Community Governor, Chair of the Finance & Resources Committee, & leader of the Internal Audit function, I help to shape the effectiveness of the school's governance framework, & ensure the performance information dashboard reported against school KPIs is fit-for-purpose & highlights issues for attention. I created the school’s strategic risk management governance & risk register to ensure that strategic risk management is integral to Governing Body business.This role resulted from my leadership May 2009 to September 2018 of the local parent WD3 School Action Group seeking resolution to the secondary school place shortfall in South West Hertfordshire. I directed this work as a programme of projects. I closed it in October 2018 after the following successful outcomes:- Challenging & driving change to Local Authorities' education & local development strategies & policies (e.g. Hertfordshire school admissions policy was revised).- Verifying Local Education Authority's promise of extra places at existing South West Hertfordshire schools.- Setting up & opening The Reach Free School.- Pushing for a second new school achieved by St Clement Danes' opening at its temporary Watford location in 2018 whilst building its permanent Croxley Green site.- Engaging with parents, media, local & national politicians & public servants to generate support of our goals.
