I approach each day with the courage and confidence necessary to continually learn how to provide the highest quality, cost-effective health insurance benefits to the more than 16,200+ people for which ICUBA provides employer provided health insurance coverage. In order to ensure success with this process ICUBA has developed seven strategic pillars: Consumer Directed Health Care (consumers should consume health services in similar fashion as other consumer goods and ICUBA must provide the necessary incentives and tools in order for consumers to do so), Value Based (some health benefits are so important that they must be provided with as few barriers as possible), Participant Centric (each person ICUBA insures must be in the center of everything we do), Appropriate Capital Surpluses (ICUBA must be financially strong in order to follow its mission), Capping Premiums (offer health insurance as inexpensively as possible), Growth (ICUBA must continue to properly grow in the number of insured people), and Innovation & Compliance (taking advantage of health market and public policy and law regarding health insurance so that ICUBA thrives). As a credentialed health policy practitioner for more than 25 years I am more excited than ever with the dynamic changes occurring in the health insurance marketplace. My focus is to continually engage with our community of other stakeholders in the health insurance marketplace and to seek common ground to solve current problems with (1) how medical providers are paid, (2) the disproportionate spending on 5% of the insured population, (3) the lack of wellbeing on the individual and population levels, (4) market inefficiencies due to unfair cost shifting and moral hazard, (5) escalation in specialty drug spend, (6) reacting to swift changes in marketplace, and (7) various compliance issues.

ICUBA was founded in order for Florida private education employers to provide better benefits together than would be possible individually. ICUBA provides low cost employee health insurance with valuable benefits, engagement for employees to live a healthier lifestyle, excellent customer service, a strong insurance pool to handle catastrophic health events, and a dynamic employee health insurance program that continues to retain current employer members and attract more members to the ICUBA family. I have led ICUBA from a fledging $23 million annual enterprise with a $5.6 Million first year net loss in 2004 into an annual $100 Million+ community juggernaut. Under my leadership, ICUBA has grown by more than 70%, currently covering more than 16,200+ people in the self-funded medical, behavioral health and prescription drug plan growing from eight not-for-profit, private Florida education employers to 25 employer members.I am currently serving as Board Member of the Florida Alliance for Healthcare Value, , having served as past board chair (2013-2016). In 2019 ICUBA was recognized as the “Most Engaged Employer Healthcare Purchaser” by the Florida Alliance. I also serve on the Task Force on Low Value Care through the Value Based Insurance Design Institute at the University of Michigan. I am also Chair of the Employee Benefit Research Institute (EBRI) Center for Research on Health Benefits Innovation.
