I began my current position in 2003 as CEO of the Independent Colleges and Universities Benefits Association (ICUBA), www.icuba.org, one of only two licensed, self-funded MEWA in Florida operating as a VEBA. ICUBA was founded in order for Florida private education employers to provide better benefits together than would be possible individually. ICUBA provides low cost employee health insurance with valuable benefits, engagement for employees to live a healthier lifestyle, excellent customer service, a strong insurance pool to handle catastrophic health events, and a dynamic employee health insurance program that continues to retain current employer members and attract more members to the ICUBA family. I have led ICUBA from a fledging $23 million annual enterprise with a $5.6 Million first year net loss in 2004 into an annual $100 Million+ community juggernaut. Under my leadership, ICUBA has grown by more than 70%, currently covering more than 16,200+ people in the self-funded medical, behavioral health and prescription drug plan growing from eight not-for-profit, private Florida education employers to 25 employer members.I am currently serving as Board Member of the Florida Alliance for Healthcare Value, , having served as past board chair (2013-2016). In 2019 ICUBA was recognized as the “Most Engaged Employer Healthcare Purchaser” by the Florida Alliance. I also serve on the Task Force on Low Value Care through the Value Based Insurance Design Institute at the University of Michigan. I am also Chair of the Employee Benefit Research Institute (EBRI) Center for Research on Health Benefits Innovation.

Las Vegas, Nevada

Inaugural CEO of collectively bargained VEBA trust fund for public school teacher families of the Clark County School District (CCSD) administering and obtaining favorable negotiated self-administered and self-funded employee medical benefits.Transitioned a 60+ person staff from a third-party administrator under investigation by the FBI to an in-house self-administration, designed and implemented accounting, claims and enrollment, customer service, beneficiary advocacy including care coordination, wellness engagement, communication, compliance, funding, investment, and budget system and standard operating procedures. Founded a 225,000+ employee member Health Services Coalition (HSC) in Las Vegas, NV with several employers including the Taft-Hartley Hotel Employees Restaurant Employees International Union in order to leverage purchasing power regarding hospital contracts and to improve hospital quality through patient satisfaction metrics, and other recognized criteria. Collaborated at HSC on several other initiatives including electronic transmission of medical records, improving the care of people with diabetes, and reducing hospital error rates.

Consulted with U.S. and multinational clients on the design and administration of employee benefit programs, including ERISA pension, health and welfare employee benefits, and workers’ compensation benefits. Participated on consulting team assigned to prepare tax returns and tax equalization benefits of expatriates employed with a US engineering firm doing business in Seoul, South Korea. Charged with developing improved service product solutions for current and potential clients.
