About Mark Forman

I work on major management problems facing governments and companies that work in the public sector. With a strong analytic background and world-class government experience, I have developed a unique understanding of how to apply technology and leading management practices to government agencies, most recently Value Stream Management using Objectives and Key Results (OKRs) and the Prosci Change Management methods. I see major problems in government that can be addressed by emerging tools and technologies, and I am energized to craft solutions. I have a track record of building and executing large, impactful strategic initiatives. In the public sector, I have been involved in billion dollar transformation initiatives, such as the Federal Acquisition Streamlining Act and Paperwork Reduction Act. As the first Administrator for E-Government and IT (also called the federal CIO), I created the strategy and governance for modernizing, securing, and making the federal government more responsive. In the private sector, I have built large consulting practices and restructured Public Sector business units in IT companies. I am currently working on unstructured data analytics, shared services, and cloud computing. Specialties:• Executive management: leadership and team building, performance management, problem analysis and solutioning, major unit restructuring, goal setting and achievement plans, public sector positioning, investment and initiative planning • Governance: large project management, change management, performance management and funds controls, metrics and issue identification• Management of technology investments: capital planning and investment control, project risk assessments, and risk management• Business Intelligence: quantitative and unstructured data analysis
