CurrentMark is the Founder and Principal of Data Instincts and has over 40 years’ experience in marketing and public relations, the last 27 years specializing in outreach for recycled water projects. His expertise includes public outreach and community engagement in support of EIRs, design, and construction of a range of recycled water projects. He has been instrumental in coordinating and advising on outreach strategies, stakeholder issues, mediation, and facilitation for dozens of recycled water projects in the U.S.From 2004-2011 he served nationally as Chair of the Public Outreach and Education Committee for the WateReuse Association (WRA) and currently serves on the Board of Trustees of the CA Section.Mark has been actively involved in research to improve public outreach communications for new water resources and has been a principal investigator and author in the following research projects and studies;• Model Communication Plans for Increasing Awareness and Fostering Acceptance of Potable Reuse - (WRRF 13-02)• Helping People understand Potable Reuse – One Glass at A Time - (Derived from WRRF 13-02)• Risk Assessment Study of PPCPs in Recycled Water to Support Public Review - (WRRF 09-07)• Development of Public Communication Toolkit for Desalination Projects - (WRRF 12-02)• World Health Organization’s Guidelines for Potable Reuse – (Ch. 7 The Art of Public Engagement)Mark has also been an elected official having served on the city council for the Town of Windsor and was Mayor in 2016.
