As Technical Project Manager I managed the implementation of on-premise and cloud hosted software implementation projects of varying size, budget, and complexity. Working in the Add-On segment of Accela Professional Services I have been exposed to a multitude of Accela products. I managed 11 projects my first year with a total projected revenue of almost $500K. In my second year, I have managed 18 projects with a total projected revenue over $1M. I increased my utilization from about 40% my first year to about 75% my second year by broadening my skillset with Accela Civic Platform configuration tasks. I accomplished this increase by self-teaching on Accela's core products - Automation, Citizen Access, AGIS, and AEDR. In addition to my Project Management responsibilities, I assist with drafting Statements of Work and pricing for new projects. I then often managed those projects to completion. I also prepared RFP responses and their associated past performance and pricing.To summarize a few of my projects:I have successfully managed the implementation of 7 Accela Electronic Document Review (EDR + Adobe Acrobat Pro) projects in 2 years. I am currently managing and configuring Accela Professional Services first two EDR+ePlanCheck projects. Almost all of the the EDR projects included implementation of Accela Citizen Access online applications. I have managed 2 projects that utilized the Accela Construct API. I am currently Scrum Master on one of the first Agile-Scrum projects for Accela Professional Services.

Geospatial/It Project Manager For Air National Guard Installations & Mission Support (Ngb/A7)

While I was gaining valuable experience as an IT Program Manager for the Army National Guard, I saw the Air National Guard running a similar program in a more process driven manner. I felt it was best for my career to learn from this approach.I was assigned to support the Air National Guard’s Installations and Mission Support Directorate (NGB/A7) as an on-site strategic partner, working in the Air National Guard (ANG) Geo Integration Office. I gathered and analyzed geospatial requirements for all NGB/A7 program areas. I aligned these requirements to the ANG requirements architecture which was developed based upon the Federal Enterprise Architecture (FEA) reference models. I created policy and guidance for ANG Installation Geospatial Information and Services (IGI&S) that had to align with NGB/A7 and ANG IT policies. This includes but is not limited to, documentation for geospatial data development/modification, metadata, deliverables and workflows. I wrote data quality assurance plans for data specifically related to NGB/A7 program areas. I integrated geospatial technology with all NGB/A7 program areas which consists of real property, natural resources, cultural resources, planning, construction, security, emergency management, and environmental planning. I provided technical guidance to NGB/A7 on business process improvements, asset management, communication improvements, and alignment with other ANG directorate initiatives effecting installation support. I reviewed and then integrated geospatial data into visualization products.

Gis Program Manager For The Army National Guard Environmental Programs Division (Ngb-Are)

I was assigned through the Intergovernmental Personnel Act (IPA) with Colorado State University to manage the Environmental Division of the Army National Guard (ARNG) GIS Program. The IPA status empowered me to execute the duties of a Federal Government employee. Having this opportunity accelerated my ability to gain sufficient knowledge of managing an IT investment and GIS program for the government. I aligned the NGB-ARE IT investment to conform to the Department of Defense Architecture Framework (DODAF). I supervised four contract teams, developed a budget, communicated priority, managed compliance to IT policies and collaborated with multiple technical teams. I executed a multi-million dollar annual budget with multiple contracts, containing numerous task orders, which supported GIS requirements for the National Guard Bureau – Environmental Division (NGB-ARE). I represented NGB-ARE to Army and ARNG senior leadership in matters related to GIS. I coordinated the Common Installation Picture (CIP) initiative to manage, aggregate and catalog the geospatial data from the 54 States, Territories and District of Columbia to meet federal data requirements. I managed the software portfolio of hundreds of ESRI software assets for NGB and the 54 States, Territories, and District of Columbia. I established ARNG GIS data requirements in conjunction with SDSFIE 2.6 data model, including building data quality assurance plans. I communicated with state/territory personnel and Department of Army to provide National Guard Bureau GIS policy and guidance. I coordinated the Aerial Imagery Acquisition Program for 140 ARNG Training Sites for a prioritized annual refresh of raster data.
