Analyzes, resolves complex natural resource damage (NRD) issues involved with and adjudicates NRD injury assessment (NRDA) claims by federal, state and tribal natural resource trustees and resultant restoration claims pursuant to Oil Pollution Act of 1990 claims (oil pollution). 2. Reviews and approves Damage Assessment Restoration Plans proposed for primary and compensatory restoration following large oil spills. Most notable spills and associated claims include the BP/Deepwater Horizon spill, SS Luckenbach, and the M/V New Carissa, but claims/cases involve a variety of OPA incidents, including inland zone NRDA activities.3. Validates proposed assessment and restoration activities on technical as well as environmental economic merit (ex. habitat equivalency analyses). Reviews proposed budgets and cost documentation for completed activities for compliance with goals, plans and project guidelines. 4. Provides strategic and tactical advice on cases and issues and considering the weight of the evidence and application of governing laws and policies.5. Meets with senior officials, including representatives of federal and state trustee agencies, foreign governments, transportation organizations, insurers, private counsel and the general public to advise on the NRDA system and claims process.6.
