Responsible for wide range of real estate planning actions such as public records research, title research, surveys, business case/alternatives analysis, stakeholder analysis, and real estate acquisition actions including site permitting, leasing, licensing, and support of fee and easement acquisitions for complex eminent domain requirements, in support of the County’s infrastructure – roads, utilities, environmental projects. Significant experience in drafting, negotiation and tracking of land-use agreements such as sales contracts, leases, licenses, permits and rights of entry for complex projects. Assume responsibility for decision making and communication with higher county authorities in Director's absence or assigned projects and deliver presentations to the Board of County Commissioners and the general public.

Ms. Britton was the owner and lead appraiser for Clement Sutton Corporation for many years prior to joining SRF. Her career in business, real estate appraisal and assessing is extensive. She has appraised a wide range of properties for various WisDOT’s Regions, cities and counties throughout Wisconsin; complex appraisal assignments, including conservation easements, subdivision analysis, manufacturing facilities, agricultural dairy and crop farms, transitional land, multifamily, institutional use, special use properties, subsurface rights, avigation easements, retrospective valuations, litigation support, detailed highest and best use studies, complex estate valuations, expert witness testimony.

Marla has been involved in real estate valuation and RW consulting for 25 years, working primarily in Wisconsin, Minnesota, and North Dakota. She is a 20-year member of the International Right of Way Association (IRWA), and she earned IRWA’s prestigious SR/WA designation in 2002. Ms. Britton is a graduate from the University of Illinois with a BS in Agriculture and, later, the University of Wisconsin with an MS in Education – Professional Development. She is a certified general appraiser in several states and a long-time member of the Appraisal Institute, the governing professional association for the appraisal field. As an appraiser, she has high levels of experience with many complex property types for eminent domain purposes.
