CurrentResponsible for wide range of real estate planning actions such as public records research, title research, surveys, business case/alternatives analysis, stakeholder analysis, and real estate acquisition actions including site permitting, leasing, licensing, and support of fee and easement acquisitions for complex eminent domain requirements, in support of the County’s infrastructure – roads, utilities, environmental projects. In addition, responsible for supervising and mentoring department staff in all aspects of real estate functions. Responsible for analyzing and resolving complex real estate issues and providing expert guidance and hands-on support in real estate matters, managing the appraisal assignment process, associated appraisal functions and contracts, and performing appraisal reviews and cost estimates. Communicate policies, procedures, and statutory requirements as they pertain to the real estate lease and cellular tower license agreements and provide technical guidance. Manage Department involvement in documenting property inventory, providing guidance to the interpretation of lease language and easement rights. Significant experience in drafting, negotiation and tracking of land-use agreements such as sales contracts, leases, licenses, permits and rights of entry for complex projects. Assume responsibility for decision making and communication with higher county authorities in Director's absence or assigned projects and deliver presentations to the Board of County Commissioners and the general public.
