As the Director of Finance for the International Training and Education Center for Health (I-TECH), a center in the University of Washington’s Department of Global Health that works in partnership with the University of California, San Francisco, I am responsible for I-TECH’s worldwide financial reporting and accountability. I-TECH has projects in more than 20 countries with $92 million in complex grant funds, and its worldwide staff work with local ministries of health, universities, non-governmental organizations, medical facilities, and other partners to support efficient, well-ordered health care systems that provide high quality care to all citizens. Primary responsibilities include ensuring all I-TECH's systems are in compliance with standards established by the State Office of Financial Management, the FASB, the OMB and various funding sources (federal and private), as well as ensuring compliance with local law in the field, identifying areas of potential risk and provides strategies to mitigate them while playing a key role in reducing and mitigating the significant financial risk undertaken by UW as it operates in resource limited settings.

Responsible for the monitoring, evaluation, and implementation of I-TECH international financial matters, including reporting required by the University of Washington, grant funders and local law. Oversee the fiscal operations for multiple country offices whose combined total annual budgets amount to approximately $70 million in complex grant funds. Duties include: Train, mentor and monitor country Finance Directors and fiscal staff adherence to the federal regulatory requirements of OMB 2 CRF as they apply to the country offices and projects in the I-TECH network, improve network-wide financial practices through the development and dissemination of I-TECH, UW Fiscal & Operations Policies, standard operating procedures, GAAP and IFRS. Monitor Country Office financial reporting, performing spot audits as needed, and direct corrective measures to be taken when warranted in light of any deficiencies noted or findings. Assess risk and control gaps in country office financial systems and monitor and review country office financial reporting and procedures.

Responsible for organizing and facilitating departmental tasks to develop the five year proposals and administrative supplements for the cooperative agreement, developing cooperative agreement budgets in coordination with program directors and PIs, and write budget justifications for program proposals, using grant submission systems to enter and submit cooperative agreement proposal and progress report information and documents; submit proposals and progress reports in coordination with the UW Office of Sponsored Programs (OSP) and other UW departments as necessary, including preparation of the UW eGC-1 grant application form. Perform tasks related to opening and closing program budgets, and closing cooperative agreement, including monitoring to ensure GCA financial reports are submitted to sponsor, define business needs and assess impact, feability and costs of potential program plans. Prepare, compile, and provide budget expense reports on demand, Identify trends and notify directors of possible over- or under-spending, produce balance projection reports on demand, suggest/draft solutions when cooperative agreement-related questions arise and coordinate verification of Grant and Contract Certification reports.

Supported international operations in China and Italy with month-end and year-end closing , account reconciliations, applying foreign exchange calculations to monthly transactions and posting these journal entries to Boeing's financial records and provided financial reports to the country offices.

Oversaw $50M of grant and research awards, represented Evergreen Healthcare for the annual single audits, maintained contractual allowance schedules using the McKesson system for Home Health services, supported directors with budgeting and performed general ledger reconciliations, monthly accruals, and revenue posting. Collaborated with the Director of Research to design and implement a research system using the PeopleSoft platform to capture research activity, establish the general ledger and maintain an accounts receivable/billing function.
