The position of government plenipotentiary was established due to the historic floods that hit Slovakia in 2010. The plenipotentiary was responsible for drawing up principles, rules and framework conditions for flood prevention, decreasing flood risks, risks of drought and risks of sudden natural disasters, and integrated river basin management (approved by the government in August 2010). He was also responsible for coordinating the compilation of the inter-departmental management Programme of Landscape Revitalization and Integrated River Basin Management of the Slovak Republic (approved by the Government of the Slovak Republic in October 2010). Coordination of the preparation and implementation of implementation projects of the Landscape Revitalization Program, which involved 488 municipalities and towns and within which more than 60,000 pieces of various water retention and erosion control measures (nature-based measures) were implemented over 18 months. The measures have collectively increased the water retention capacity of the country's structures by 10 million cubic meters to repeatedly improve the ecosystem's use of rainwater throughout the year and reduce flood and drought risks. About 10,000 workers were involved in the implementation of the measures, mostly from the ranks of the unemployed, as well as engineers, experts, but also workers in offices, who ensured the preparation and coordination of adaptation measures in individual regions and localities (especially forests) and communities. Part of the responsibility was the support of professional dialogue, cooperation with territorial self-government (cities, municipalities and regions) and good interdepartmental cooperation.
