Our mission at the DoD CIO office is to serve as the paramount advisory body to the Secretary of Defense and Deputy Secretary of Defense, providing strategic guidance and oversight on all aspects of information technology, resources management, effective management, and utilization of IT resources, ensuring excellence in cybersecurity, communications, and information systems to support the mission readiness and efficiencies within the Department of Defense. As the Senior Military Advisor for Electromagnetic Spectrum Environment Policy/Programs, I provided expert guidance on EMS matters to the Director of EMS Enterprise Policy & Programs and the DoD CIO. My responsibilities included advising on the development of DoD policies, strategies, and positions regarding the management and utilization of EMS, ensuring alignment with internal and external stakeholder needs and priorities. I’ve worked at the action officer level or with senior leadership at the Department of the Air Force, the Pentagon, and across the community of interest within the Interagency. Ensuring deep relationships and networks with team members and colleagues. Additionally,, I led the DoD's $50M Emerging Mid-Band Spectrum Sharing Study, evaluating its impact on over 120 platforms across the department, engaging a diverse stakeholder community of 200+ individuals from various sectors to facilitate mid-band spectrum coexistence. Furthermore, I oversaw the management of the $3B+ Citizens Broadband Radio Service portfolio across DoD, implementing an innovative scheduling tool for 13 Test Ranges and ensuring the protection of DoD missions amidst the deployment of over 300K commercial base stations. Finally, I provided assessment and guidance to Legislative Liaisons, proposing alternative language to proposed statutes to better align with DoD priorities and objectives.
