Responsible for the implementation of 100+ high priority "Strike Team" installations aboard USS San Diego (LPD 22), USS Anchorage (LPD 23), USS Arlington (LPD 24) and USS Somerset (LPD 25), with an additional 470 AIT installations and almost 1,600K man-hours of industrial work to support the Fitting Out Availability (FOA) and Post Shakedown Availability (PSA), which delivered significant capability to the Warfighter! Additionally led a team of 120+ individuals in the execution of the Combat Systems Ship Qualifications Trials (CSSQT) for LPDs 23, 24 & 25 and Final Contract Trials (FCT) for LPDs 22, 23 & 24, with each trials more successful than the previous. Orchestrated efforts on LPD 24 with the RAM Program Office to become the first of class to demonstrate the RAM BLK II missile, overcoming significant software issues. -

This included the acceptance of the lead ship, USNS Spearhead, by the Board of Inspection & Survey (INSURV) and delivery to the Military Sealift Command (MSC). Aggressively worked with MSC and the U.S. Army to mitigate issues with reducing the vessels weight to meet KPP requirements while also reducing costs across multiple hulls of over $20M. Program Office lead for affecting the Army's transfer of full life cycle responsibility to the Navy for its five JHSVs as a result of the 2010 Army/Navy Warfighter talks. Engaged successfully with SUPSHIP Gulf Coast and MSC to develop a comprehensive strategy for Fleet Introduction integrating operators into the compartment completion, sea trials and ship acceptance process which significantly increases MSC Fleet readiness. -

Oversight of the planning, managing and execution of all aspects of production and test for USS Jason Dunham (DDG 109), USS Spruance (DDG 111) and USS Michael Murphy (DDG 112). Integrated SUPSHIP Bath into the DDG-M software development, which was critical for delivery of the MCS F1 software suite to support testing and development for USS Spruance (DDG 111). -

As the Combined Explosive Exploitation Cell (CEXC) Technical Lab Manager, I led a multi-national consortium of military and technicians in the exploitation of high priority electronic and contact improvised explosive components for the country of Iraq. We processed over 1500 IEDs and developed over 5000 detailed TECHINT reports encompassing archival information associated with emerging insurgent IED tactics and component evolution. Our lab identified 15+ new device profiles by recognizing and linking commonalities between devices built by various insurgent factions, while providing this information to the Warfighters. Spearheaded development of internal laboratory SOPs for standardized exploitation and reporting while ensuring cohesive team involvement in the formation process. -
Ddg 51 Production OfficerUnited States Navy Aug 2006 - Dec 2007Supship Bath, MeAs the Production/Delivery Officer for the DDG 51 Program, I supervised the delivery to the government of the USS Gridley (DDG 101), fitting out and the subsequent Industrial Post Delivery Availability (IPDA) work package totaling over 38K man-hours. Supervised the construction, delivery, fitting out and subsequent sailaway of USS Sampson (DDG 102) reducing total production man-hours by 191K. Chaired the ship completion team during the production process for DDG 102, USS Sterett (DDG 104) and USS Stockdale (DDG 106), developing and implementing LEAN projects on paint, RCS, corrosion and General Inspection (GI) reduction that decreased Shipbuilder costs by 10K+ man-hours of re-work, waste and administrative support. -

Supervised the development of 16 availability work packages for West Coast DDGs totaling over 160K man-days of repair and modernization.As the Program Manager's Representative for the Ship Disposal Program, I maintained oversight on the awarded contracts for ship dismantling including the tow of the stricken vessel, remediation of environmental hazards and subsequent dismantling of 16 former U.S. Navy warships/auxiliaries totalling over $25M. Additionally I was the Navy's Project Officer for the remediation/reefing preparations for the ex-ORISKANY (CVA 34), overseeing a budget of over $19M. We provided on-site supervision for remediation purposes in Corpus Christi, TX and Pensacola, FL before executing the controlled detonation of charges and subsequent sinking of ex-ORISKANY to be used as an artificial reef. -

Strategic Planning OfficerSupervisor Of Shipbuilding, Conversion & Repair, Bath, Me Aug 2014 - Feb 2015Bath, MeRequested by the Engineering Duty community to serve as the Operations Manager and subsequently the Strategic Planning Officer for Supervisor of Shipbuilding, Bath, ME. SUPSHIP Bath is a multi-site, multi-program command that oversees new construction for DDG 51 class (Bath), DDG 1000 class (Bath), LCS (Freedom Class) (Marinette, WI), MLP/AFSB class (San Diego, CA) and AGOR (Neil Armstrong Class) (Anacortes, WA) ships. SUPSHIP Bath is responsible for Planning Yard services for the DDG 51/FFG 7 and LCS class ships, while also overseeing aircraft carrier dismantling in Brownsville, TX. During the relatively short period prior to shifting to the DDG 1000 program, I led efforts to establish the initial lead yard class services contract for PMS 501 using the GD-BIW Planning Yard for both LCS variants. This required a significant shift in resources to support the initial work load and then effectively doubling the size of the newly re-established Planning Office at SUPSHIP. Led SUPSHIP Bath planning efforts to support different contingencies for future ship contract awards of the LHA-8, TAO(X) and LX(R) program new construction contracts. Spearheaded command preparations for the Command Performance Inspection scheduled for Fall 2014, but the inspection was deferred due to scheduling conflicts by the board.

Thesis: Ion Density Fluctuation in Plasma and Their Effects on Hot Electron Generation. Abstract: In this thesis, high-energy electron generation by stimulated Raman scattering of intense laser light is investigated in computer simulations. These high-energy electrons can be used to produce a high-energy x-ray source for Nuclear Weapons Effects Testing. The simulation results are compared with actual experiments conducted at the Atomic Weapons Establishment in the United Kingdom. The simulations show that the heated electron temperature is significantly lowered and the frequency spectrum of the scattered light is broadened by strong iondensity fluctuations in the plasma. These density fluctuations are produced when the Raman scattered light undergoes Brillouin backscattering. Interactive Data Language is also used to analyze the spectrum of Raman scattered light in some recent experiments with the OMEGA laser at the University of Rochester.
