Defend the Department of the Navy and Navy and Marine Corps commanders, policymakers, and service members in Federal and State civil litigation.Serve as agency counsel to DoJ attorneys in suits pertaining to habeas corpus petitions, personnel law and Tucker Act suits, constitutional tort and personal liability claims, disability law, and Freedom of Information Act and Privacy Act claims.

Planned, organized, and presented training to over 100 Marine Corps, Navy, and Coast Guard prosecutors focusing specifically on the complexities of prosecuting special victims’ cases.Ensured that Marine Corps prosecutor training programs complied with laws and regulations.Served as headquarters-level on-call subject-matter expert for substantive legal matters, current developments in the law, and procedural questions.Analyzed proposed changes to the Military Justice System and provided advice to policymakers regarding the potential impact and effect of those changes.Drafted service-level policy governing the conduct of Marine prosecutors.

Served in the Marine Corps Central Command’s Special Prosecutor’s Office as a member of a Joint Interagency Fraud and Corruption Task Force.Represented the United States as a SAUSA in complex fraud and corruption cases.Prosecuted over 60 federal misdemeanor cases as a Special Assistant United States Attorney.Acted as government counsel in over a dozen administrative hearings.

Led law of war Detention Operation Team’s Afghan prison inspection program in Southern Afghanistan to ensure U.S. compliance with International Humanitarian Law.Humanely and safely processed nearly 60% of all detainees captured in theater during this timeframe.Partnered with Afghan leaders to develop Helmand Province’s criminal justice system.Trained Afghan prosecutors on best practices for detainee treatment and evidence handling.Advised Commanding General and staff on matters of domestic and international law and policy relating to combat operations, intelligence gathering, and targeting.

Oversaw completion of 450 financial disclosures, provided 65 formal written legal opinions, and produced over 80 federal tort claims litigation reports to support the Navy’s civil litigation division.Supervised a staff of 10 Marines and civilians.Provided counsel to the Commanding General on regulatory and ethical matters.
