Adjunct for the School of Police Supervision where I teach on the topic of "Courageous Followership." The Institute for Law Enforcement Administration and its School of Police Supervision are widely regarded for the professional development of criminal justice practitioners from all across the nation, and in many instances internationally as well. I am blessed to be a very small part contributing to their vision.

Responsible for the strategic leadership of 80 police employees to help ensure the successful completion of the Department's Vision, Mission and Philosophies. The Uniformed Services Division is comprised of the Patrol Section, the Traffic Section, and special units including the SWAT team, Bike team, K9 Unit, Honor Guard, and sUAS (small unmanned aircraft systems/drone) team.

Facilitator of classroom instruction in the factors and causes contributing to a heightened risk of sudden death proximate to police custody. Instructor-certified by the Institute for the Prevention of In-Custody Deaths (IPICD). Classroom instruction complements other areas of instruction in the use of police defensive tactics, the deployment of less-lethal devices, and Use-of-Force policies and legal mandates. Position required conducting extensive research into related topics and creating a sound and legally-defensible lesson plan from which to base instruction.

Responsible for the strategic leadership of 24 employees within the Criminal Investigations Division to help ensure the successful completion of the Department's Vision, Mission and Philosophies. The Criminal Investigations Division is comprised of the Crimes Against Persons Section, the Property Crimes Section, the Technical Crimes Unit with a fully operational digital forensics laboratory, the Special Investigations Unit, the Crime Scene Search Unit, and Crime Analysis.

Founder and Team Leader/Member of the department's peer support team that provides preventative care and education, acute intervention, and professional referrals, as appropriate, to our employees and employees of other Law Enforcement organizations, who by the nature of their employment have been involved in or exposed to a critical or traumatic incident.Working under the auspices of ICISF guidelines and training, this program utilizes a multi-faceted approach and strives to benefit affected individuals by preventing or mitigating the detrimental effects of traumatic stress; assisting in and accelerating recovery after a traumatic event; assisting to restore the individual's ability to function; and assisting the individual maintain general good health and welfare.

Interim promotion necessitated by other staffing movement occurring within the City, made permanent at the end of this term. I also continued to serve as SWAT Commander during this time.

Responsible for the leadership and managerial oversight of a patrol shift comprised of 2 Patrol Sergeants and 10-15 patrol officers. I also served as SWAT Commander during this time.Key responsibilities included the development and communication of strategic goals and objectives consistent with the Department Vision, Mission, and Philosophy; working in partnership with individual residents, neighborhood HOAs, Crime Watch groups, and area businesses to discern potential issues of crime, order maintenance, and fear of crime; monitoring crime trends and conducting analytical research using crime mapping software; leading the shift through implementation of key objectives to reduce crime and disorder by ensuring personnel and resources are deployed to best address community issues. Responsible also for ICS planning, coordinating, and overseeing Departmental involvement in special events, which has included the City's 4th of July Fireworks show, the City's Veteran's Day Memorial, and the Diamond Loch HOA Halloween event. These events necessitate the scheduling and assigning of Department personnel and volunteers; procuring additional equipment/resources; developing security, traffic, contingency and emergency evacuation plans; preparing Action Plans for use and dissemination throughout the Department as needed; and preparing After-Action reports to summarize the outcome of the event and describe recommendations for future involvement.

Responsible for leading and providing direct managerial oversight to the activities of 5 School Resource Officers, 1 Crime Prevention Officer, 1 DARE Officer, and 1 Family Resource Coordinator (civilian/ independent contractor). Key responsibilities included the development and implementation of community partnership initiatives, including Building Connections-Building Community (BC2), which was a collaborative project involving the City, the school district, faith-based organizations, and the private sector to combat social issues leading to child abuse and neglect within the City. An integral part of the Department's involvement in this program was the inclusion of the Family Resource Coordinator and this project susbequently became a semifinalist in the 2008 IACP/Motorola Webber Seavey Award.During this time, I also created and implemented our Volunteer Patrol as an expansion of the Volunteers in Police Service (VIPS) program. I was responsible for conducting program research, policy design and implementation, volunteer recruitment and background investigation, and general oversight of the program and its inaugural team of approximately 20 outstanding, civilian volunteers.Additional responsibilities included representing the Department during various meetings with outside constituency groups, including the NE Richland Lion's Club; North Tarrant Chamber of Commerce; the Birdville Independent School District; the Tarrant County Youth Collaboration; the Texas Chisholm Trail Crime Prevention Association; the Texas Victim Services Association; and numerous area businesses and homeowner's associations.

Leader and member of the crisis negotiation team responsible for establishing persuasive communication and repoire with subjects involved in high-risk critical incidents, including hostage takers, barricaded persons, suicidal subjects, and other emotionally-distraught subjects in a variety of physically demanding environments and potentially deadly situations. Position required working collaboratively alongside SWAT with the primary objective of saving lives.As the team leader, I was additionally responsible for the administrative and managerial oversight of the team, including facilitating team training; procuring and maintaining specialized equipment; assigning team member roles; and developing negotiation strategies during critical incidents.

Responsible for the development and implementation of both practical scenario and classroom instruction in police defensive tactics, including handcuffing techniques, pressure-point control techniques, unarmed combative techniques, ground fighting, expandable baton application, countering armed encounters, and surviving edged weapon attacks; as well as relevant discussion of applicable Use-of-Force policies and legal mandates.

Direct supervisory responsibility to lead the activities of a 10-15 member shift of patrol officers. Key responsibilities included communicating USD mission/objectives and providing guidance to meet those objectives; instilling shift discipline; providing routine, daily first-line supervision; providing immediate performance feedback and documenting regular performance evaluations; receiving feedback from citizens and investigating personnel complaints and policy infractions when necessary.

Responsible primarily for investigating property crimes, typically managing between 80-100 new cases each month; investigating crimes against persons including assaultive offenses involving serious bodily injury; conducting follow-up investigations in the field; interviewing/interrogating complainants, witnesses, and suspects; writing supplemental reports, search and arrest warrants, subpoenas and other court documents; and preparing/presenting case files to the D.A.'s office for prosecution.

I joined to help make the world better, one person at a time. 25 years later, I retired still believing in our ability to positively impact the lives of those we reach and proud to have served alongside many exemplary men and women who believed in the nobility of good, ethical policing. Key responsibilities included serving and working in partnership with citizens and other constituents by utilizing problem-solving techniques and collaboration to resolve issues of crime and fear of crime, traffic and order maintenance issues; apprehending criminal offenders; and deterring crime within the City by providing routine vehicular patrols within an assigned district. I also served as a Field Training Officer and Police Instructor during this period.
