I also served as SWAT Commander during this time.Key responsibilities included the development and communication of strategic goals and objectives consistent with the Department Vision, Mission, and Philosophy; working in partnership with individual residents, neighborhood HOAs, Crime Watch groups, and area businesses to discern potential issues of crime, order maintenance, and fear of crime; monitoring crime trends and conducting analytical research using crime mapping software; leading the shift through implementation of key objectives to reduce crime and disorder by ensuring personnel and resources are deployed to best address community issues. Responsible also for ICS planning, coordinating, and overseeing Departmental involvement in special events, which has included the City's 4th of July Fireworks show, the City's Veteran's Day Memorial, and the Diamond Loch HOA Halloween event. Key responsibilities included the development and implementation of community partnership initiatives, including Building Connections-Building Community (BC2), which was a collaborative project involving the City, the school district, faith-based organizations, and the private sector to combat social issues leading to child abuse and neglect within the City. An integral part of the Department's involvement in this program was the inclusion of the Family Resource Coordinator and this project susbequently became a semifinalist in the 2008 IACP/Motorola Webber Seavey Award.During this time, I also created and implemented our Volunteer Patrol as an expansion of the Volunteers in Police Service (VIPS) program. I was responsible for conducting program research, policy design and implementation, volunteer recruitment and background investigation, and general oversight of the program and its inaugural team of approximately 20 outstanding, civilian volunteers.Additional responsibilities included representing the Department during various meetings with outside constituency groups, including the NE Richland Lion's Club; North Tarrant Chamber of Commerce; the Birdville Independent School District; the Tarrant County Youth Collaboration; the Texas Chisholm Trail Crime Prevention Association; the Texas Victim Services Association; and numerous area businesses and homeowner's associations.
