Morocco

Established in 1965, Counterpart is a global development organization that works with local partners to build inclusive, sustainable democratic communities. Oversaw (interim) the Civil Society Strengthening Project ($17M in USAID funds) designed to support Moroccan-led democratic reforms and expand basic freedoms in the wake of the Arab Spring and the new Moroccan constitution. Directed ~20 staff, technical assistance and several hundred thousand U$ in grants and micro grants; provided management review, change management and programmatic strategy. Responsible for banking and cross-border currency transactions, commercial agreements, data protection and privacy, employment/HR, tax-related issues, and compliance with applicable USG (e.g., PATRIOT Act, AML/BSA, BIS, FAR, GSA, State/USAID, Treasury/OFAC) and Moroccan audit/regulatory authorities. Communicated with key US and Moroccan stakeholders, embassies and government officials, and provided policy recommendations.

Managed a 4-star, historic boutique hotel with four dozen employees. Daily oversight for banking transactions and commercial agreements, customer privacy and data protection, expansion of payment options and technologies, employment/HR, institutional liability, investor relations, tax and compliance with local, state and federal regulations. Increased occupancy from 57% in 2014 to 73% in 2016; reduced expenses by 15% while increasing revenue 9%; more than doubled net operating income from 2014 to 2016. Founded in 1992, FHRC works to promote a nonviolent transition to a democratic Cuba by empowering Cuban civil society. After helping to raise $3.4M (USAID), managed 15 staff that provided approximately $2M in assistance, micro grants, cell phone recharges and training to more than 1,100 Cuban civil society actors, human rights defenders and social entrepreneurs seeking basic freedoms. Through FHRC’s innovative Human Rights Call Center, facilitated regular and direct communication between and with members of Cuban civil society that combined commercial customer service practices with non-profit community service. Helped implement the first-ever vocational training program for 17 members of Cuban civil society at a United States institution of higher education (Miami-Dade College) over a six-month period. Responsible for audit/regulatory compliance (e.g., PATRIOT Act, AML/BSA, BIS, FAR, GSA, State/USAID, Treasury/OFAC); banking and cross-border currency transactions; commercial agreements and contracts; data analysis, privacy and data audits; employment/HR and immigration issues; stakeholder relations; and policy recommendations. Successfully passed the institution’s first USG A-133 Audit and five additional financial reviews and audits without findings. Responded to FOIA requests and Congressional Inquiries.

Mongolia

Helped create and then coordinated a summer exchange program for students that traveled through South Korea, Russia, Mongolia, and China, including on the Trans-Siberian Railroad (five programs during seven years). Established formal and informal partnerships with officials in China, Mongolia, and Russia, the Asian Development Bank, the International Monetary Fund, the UN Development Programme, the World Bank, and a number of universities, businesses and nonprofit organizations. At the time, this was one of only three exchange programs from the United States to Mongolia, and the only known educational exchange program that included travel on the Trans-Siberian Railroad as part of the curriculum. Only a few years after the end of the Soviet Union, this program brought together individuals from different parts of the world through academic exchange and citizen diplomacy.
