About Matthew Krull
With extensive CEO/COO-level experience in healthcare policy analysis and development, government relations, executive-level leadership, and litigation, I have a well-documented ability to navigate Georgia’s state government coupled with the persuasion skills to gain buy-in and collaboration. I began my legal career as a prosecutor; I was appointed in 2012 by Governor Deal to fill the remainder of the term as Douglas County Solicitor-General. The people of Douglas County subsequently elected me to this position in 2014. In this capacity, I led more than 150 jury and bench trials; I also wrote Appellate briefs for the Georgia Supreme Court and the Georgia Court of Appeals. One of the most significant accomplishments in this role was reducing DUIs in Douglas County 40% by developing and expanding the model search warrant program.From 2018 to 2021, I served as Health Policy Counsel for the Georgia Department of Community Health, where I worked closely with the design and development of significant aspects of Governor Kemp’s Patients First Act, specifically Medicaid and individual healthcare market waivers. In my current role as Deputy Chief of Staff for the Georgia Department of Human Services — the largest state agency in Georgia — I spearheaded the largest gift card program in US history during Covid; I also created the Office of Health Law & Policy to enforce Medicaid benefits for children in foster care and supported an autism pilot project to study the prevalence of autism in foster children. One of my greatest strengths is my ability to navigate the complexities of state government. As a political appointee for governors Deal and Kemp, I worked closely with a range of state agencies and key stakeholders including the Governor’s Health Policy Advisor, the Medicaid Division Executive Director, the Chief Health Policy Officer, and General Counsel. I am extremely well-connected throughout Georgia – particularly in the healthcare realm. When I’m not working, I enjoy watching sports and listening to music (especially The Clash). As the second-in-command for the largest state agency in Georgia, I oversee the Office of General Counsel and Office of Finance, Medicaid, and SNAP policy enforcement; I also assist the Commissioner and Chief of Staff with issues related to budgets, human resources, and policies. More than 4,000 contracts land on my desk annually for review and execution. I was initially hired into the newly created role of Assistant Deputy Commissioner of Health Law & Policy; after just six months, I was promoted into my current role, which includes serving as Chief Ethics Officer. During this time frame, I also served as Interim General Counsel for one month. Achievements include: ☛ Driving the largest gift card program in US history during COVID – sending out more than $1B in benefits to Medicaid, SNAP, and TANF recipients. ☛ Planning and standing up the Office of Health Law & Policy to enforce Medicaid benefits for children in foster care. My efforts included hiring a team of five attorneys. ☛ Helping to create an autism pilot project that studied the prevalence of autism in foster children. In addition to obtaining institutional review board approval, I wrote the contract for the project. ☛ Assisting the Lieutenant Governor in passing his legislative package that addressed foster care entry and juvenile court procedures. ☛ Serving as Interim General Counsel, which encompassed oversight of 12 attorneys plus support staff in managing litigation, contracts, and policy advice for all department programs.

Executive Counsel
As Executive Counsel for the Georgia Department of Community Health – the overseer of Georgia’s Medicaid, PeachCare for Kids, Planning for Healthy Babies, and Medicaid Waiver programs – I worked with the Medicaid program on policy, litigation, legislative, and regulatory compliance issues. In this capacity, I drafted and negotiated amendments to the Department’s contracts for Medicaid Managed Care, Integrated Eligibility System, and Third-Party Liability. I am frequently in consultation with the Governor’s Health Policy Advisor, the Medicaid Division Executive Director, the Chief Health Policy Officer and the General Counsel on policy, litigation, and procurement matters. I have held leadership roles in the Pathways Leadership Team and the Patients First Act Leadership Advisory Group. Achievements include:☛ Helping to design and develop groundbreaking applications as part of Governor Kemp’s Patients First Act (PFA): Federal 1115 (Medicaid waiver) and 1332 (Individual health market waiver). I also negotiated Special Terms and Conditions of these waivers with the Centers for Medicare and Medicaid Services.☛ To help lessen the impact of the pandemic crisis, I drafted 1135, 1115, 1915(c) appendix K waivers and Medicaid State Plan Amendments that complied with CARES and the Families First Coronavirus Relief Act. ☛ In collaboration with the Department of Insurance, I developed 1332 waiver policies for reinsurance and the individual market that goes into effect on January 1, 2022. In addition to reducing premiums by as much as 25%, we have increased insurance carrier participation in the health market. Previously, only 6% of Georgia’s counties offered three or more carriers; currently, 86% of counties are offering this level of options for residents. ☛ During the Public Health State of Emergency, I provided legal counsel to the state as well as guidance for associations and vendors in telehealth, pharmacy benefits, hospital flexibilities, and credentialing.
Solicitor-General
I was appointed by Governor Deal in 2012 to fill the remainder of a term as Solicitor General and was subsequently elected to the position in 2014. The scope of work included prosecuting misdemeanors, researching and writing Appellate briefs for the Georgia Supreme Court and the Georgia Court of Appeals, and managing the day-to-day operations of seven attorneys, three post-certified investigators, and 10 other employees. Achievements include:☛ Developing and expanding the model search warrant program, which reduced DUIs in Douglas County by 40% over a 10-year period.☛ Leading more than 50 jury trials and more than 100 bench trials, with a win rate of 85%+.☛ Speaking at 25+ conferences throughout Georgia on topics including search and seizure, ethical use of search warrants, charging decisions, plea negotiations, investigation techniques, and ethics.
