About Matthew Biskey, Aicp, Murp
My name is Matthew Biskey, AICP, MURP. I am currently a Service Planner for Ride Connection, Inc. in Portland, Oregon. Ride Connection is a partner provider with the Regional Metro transit provider (TriMet) and operates a variety of fixed-route community connector services in communities outside the TriMet Service Boundary. During the course of my career at Ride Connection, I have spearheaded multiple service expansion and route modification projects including: development and scheduling of a fixed-route Saturday shuttle in the City of Cornelius, Oregon, route modifications to existing employment and community shuttle services in Tualatin, Oregon, and updates to both weekday and weekend service in Forest Grove, Oregon to better connect with existing TriMet routes. I have also completed a full service feasibility study for the Southwest Beaverton/Aloha corridor and provided a detailed set of service recommendations and potential scheduling implications to local County officials. Lastly, I have utilized both ArcGIS software as well as Microsoft Office applications to analyze and present ridership data for the Metro-area Non-Emergency Medical Transportation (NEMT) brokerage through Ride Connection to ensure a high level of service for area Medicaid recipients. I have long been fascinated with public transportation and the critical role it serves in providing quality and timely transportation access for all citizens. As a long-time and dedicated transit rider, I have a wealth of personal knowledge about the necessity of transit provision to increase both social and economic opportunities for the local community. I wish to make a difference in my local community by ensuring that quality public transit services are available for all and can be flexible and responsive to meet the ever-changing transportation needs of our society. I hold full AICP (American Institute of Certified Planners) certification through the APA (American Planning Association). I graduated from Michigan State University with a Masters Degree in Urban and Regional Planning in 2017 with a focus on public transportation and completed a Research Assistantship on a Michigan Department of Transportation-funded grant program regarding the efficacy of transit networks throughout the State.

Developed route modifications and explored possibilities for service expansion in Tualatin, Oregon to not only increase ridership after COVID, but also to provide quality connections with other regional transit providers. Authored and refined a methodology for an agency-wide Bus Stop Inventory to both document existing infrastructure and identify unmet needs. Coordinates with Washington County planning staff and their consultants to design and implement improved bus stops and mobility hubs. Modified service schedules to meet the changing needs brought on by the COVID-19 pandemic in accordance with local, State, and Federal transit mandates. Utilizes ArcGIS and Remix transit planning software to study ridership trend data and identify service gaps in the Ride Connection network. Completes analysis and presentation of ridership data through Ride Connection's Metro-area brokerage for the State NEMT network and is tasked with identifying potential issues in the network that may alter service provision.
