Matt Cobb focuses his practice on health care, life sciences and technology issues. His clients include companies in the medical technology and equipment industry, both in helping start-ups building their company and representing his clients before the General Assembly, state agencies and various courts throughout the Commonwealth. Matt leverages his extensive knowledge of Virginia’s legislative, budget, regulatory and procurement processes with his legal experience to help clients achieve their objectives.Matt is a former Deputy Secretary of Health and Human Resources for Virginia, having been appointed by former Governor Robert McDonnell to lead the day-to-day operations of the HHR Secretariat, including policy development, planning, legislative affairs, and intergovernmental relations. Having worked closely with Virginia’s health and human services agencies, Matt understands their decision-making processes as well as the internal and external pressures they operate under. He also has experience in a wide array of health care matters, allowing Matt to provide insight and guidance to clients interacting with Virginia’s government. Before working for HHR, Matt served as Assistant Attorney General, where he represented the Virginia Department of Health (VDH). He argued cases before the Supreme Court of Virginia, the Virginia Court of Appeals and Circuit Courts, including the representation of the VDH in court and formal administrative hearings.Matt graduated from the Georgia State University College of Law in 2001, where he earned his Doctor of Law degree. Appointed by Governor Robert McDonnell to lead the day-to-day operations of the HHR Secretariat and manage a total budget of $12,669,075,758. At the direction of the Secretary, primary responsibilities include policy development, planning, legislative affairs, and intergovernmental relations. Exercises diplomacy to balance the needs of the administration, 11 state agencies, and constituencies. Oversees agency implementation of ongoing, large scale projects throughout the Governor’s term. • Negotiated a multi-billion dollar settlement between Virginia and the Department of Justice (Civil Action No. 3:12cv59-JAG). Resulted in the creation of 18 project teams to implement the terms of the agreement focusing quality assurance and risk management.• Work closely with legislature to successfully maneuver Governor’s legislative priorities through the General Assembly and then manage implementation through the agencies. • Collaborated on the Virginia Health Reform Initiative, an effort to reform Virginia’s Medicaid program. Worked closely with the Department of Medical Assistance Services (DMAS) to create a Behavioral Health Organization, achieved approval from the Centers for Medicare and Medicaid Services for a duals eligible project to better coordinate care for individuals eligible for both Medicare and Medicaid. • Helping lead initiative to increase the number of children adopted from foster care system known as “VA Adopts: Campaign for 1000.”• Oversaw eHHR initiatives requiring collaboration across multiple agencies to automate existing manual systems to increase efficiencies and improve customer experiences. • Deputy Secretaries are the first point of contact with the Agency Heads and provide general oversight and project management. • Responsible for review and approval of all regulatory actions within Secretariat.

Provided comprehensive legal advice to the Virginia Department of Health (VDH) relating to health care matters, Title 32.1 of the Virginia Code, the Freedom of Information Act, the Administrative Process Act, the Health Insurance Portability and Accountability Act of 1996, and federal requirements for compliance with Medicare/Medicaid requirements for nursing facilities. Argued cases before Supreme Court of Virginia, Court of Appeals, and Circuit Courts. • Represented the VDH in Court and Formal Administrative hearings. Advised agency on the implementation of the Certificate of Public Need Program. Represented State Board of Health and the Emergency Medical Services Advisory Board.• Argued and won a Certificate of Public Need case before the Virginia Supreme Court upholding a decision of the State Health Commissioner in a case of first impression regarding the transfer of nursing home beds between facilities. (Dep’t of Health v.NRV Real Estate, LLC, 278 Va. 181, 677 S.E.2d 276 (2009))• Reviewed on behalf of the Attorney General transactions involving non-profit health care entities that merged or otherwise disposed of charitable assets to ensure asset protection.• Drafted and reviewed legislation for General Assembly sessions. Worked closely with legislators and lobbyists regarding proposed legislation and monitored General Assembly committees for legislative team.• Received May 2009 Employee of the Month acknowledgement.
