I performed acquisition planning tasks, including reviewing/analyzing procurement requests, researching market conditions, determining method of procurement & contract type, developing acquisition plans, preparing source selection plans and technical evaluation criteria and plans, and preparing necessary justifications and documentation. I awarded and administered a variety of contracts, including those awarded under Section 8(a) and other socioeconomic programs including sole source procurements. I developed and prepared contract solicitations, modifications, terminations, and other contracting documents, incorporating appropriate language, specifications and clauses based on various factors (market conditions, customer requirements, quantities required, etc.). I developed negotiation plans and objectives, held conferences and conducted discussions and negotiations with contractors. I evaluated technical submissions, bids or offers for responsiveness to the solicitation and responsibility and coordinate the establishment of a technical evaluation committee or source selection evaluation board to determine acceptability of technical proposals. I evaluated contractor proposals against selection criteria and serve as the Source Selection Authority/chair and make cost and technical trade-offs. I conducted cost and price analysis and make final determinations on awards. I performed post-award duties including monitoring contractor's performance, ensuring contract compliance, ensuring payments are processed, negotiating modifications, and dealing with protests and terminations as needed. I conducted various contracting meetings such as pre-proposal and post award meetings and respond to inquiries from customers and vendors concerning contract issues and concerns and keep customers and contractors apprised of procurement status, coordinating with other offices or stakeholders to resolve procurement-related problems.

From cradle to grave I performed pre-award, award, and post-award actions required for the acquisition of various supplies and services of petroleum/energy products for the DoD. I served as the Program Manager and Lead Buyer for the direct delivery fuel into-plane refueling program for the Pacific region. I was responsible for ensuring the DoD and other government agencies were able to refuel their aircraft at various locations over a geographic area covering 45% of the globe. I reviewed purchase requests, statements of work and specifications for completeness and conformance to acquisition procedures. In addition I prepared the acquisition plan, conducted market research, monitored the solicitation through the entire acquisition phase, reviewed offers for adequacy, completeness and compliance and performed cost and price analysis. During the negotiation process I prepared the negotiation strategy and engaged in price negotiations and supplemental agreements. I have worked through vendor protests, participating in the drafting of various documents. Lastly, I conducted the full range of contract administration functions, handling complex and controversial post-award actions.

I performed the full range of contract administration actions such as contract receipt and review, final closeout, canceling funds, reconciliation, terminations, assuring delivery of contractual end items and serving as principal contracting advisor for up to 1,000 military supplies, information technology, NASA and other complex services contracts involving over 70 prime contractors totaling a value of $9.5 billion. In addition, I performed pre-negotiation research and draft audit documents, memorandums and contract modifications, resolved administrative and reporting actions, coordinated with functional specialists to assure delivery, inspection and acceptance of contractual end items and ensured special test equipment, tooling, and government-furnished property were accounted for. I monitored contractor and subcontractor compliance with contract requirements, directives, statutes and governing policies including the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFARS) and ensured contractor disposition of classified material occurs at end of contract’s life cycle.In January of 2018 I received the Administrative Contracting Officer warrant to issue task orders, sign and release contract modifications and approve contract closeout packages. In February 2018 I received a Quality Step Increase award for my efforts in helping our CMO improve its Contract Receipt and Review metric. In FY 17 I reduced overage FFP contracts by over 65% and received an award for successfully leading process improvement activities at CMO, including serving as project manager for training plan development project and coordinating learning labs where employees received hands-on experience while accomplishing workload.In November 2017 I earned the DAWIA Contracting Level II and Program Management Level I Certifications.In FY16 I resolved over $30 million of canceling funds.
